The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by County Commissioner R. Lee Downey followed by the
Pledge of Allegiance to the flag by the full assemblage led by Linda C. Irvin,
County Commissioner for Washington County.
PHYSICAL THERAPY WEEK
A Proclamation proclaiming June 21st to June 28th 1987 as Physical Therapy Week was
presented to Glenna Burkhart, of the Washington County Hospital, who spoke a few
words thanking the Commissioners for recognizing the importance for Physical
Therapy.
C & P PRESENTATION OF 911 TAPE
Walter Bell, Manager of Government & Community Relations and Vincent J. Brocato,
Area Manager of Western Maryland, showed a film titled "911 A Life On The Line" and
then presented the tape to Ronald Karn, Chief of Fire and Rescue, to use as a
training film. The film depicts a complete 911 call and the response.
APPOINTMENTS: MENTAL HEALTH ADVISORY COMMITTEE
Motion made by Commissioner Roulette, seconded by Irvin to appoint Kathleen Boward,
and Roan Wildmare and to reappoint Rev. John Diehl and Dr. Lynette Whitt, for a
three year term and to appoint Helen Bisset to fill an unexpired term on the Mental
Health Advisory Committee .Unanimously approved.
APPOINTMENTS: SARA COMMITTEE
Motion made by Commissioner Roulette, seconded by Snook to appoint a committee for
the Superfund Amendments and Reauthorization Act of 1986 (SARA) which consists of
the following: Sidney Mills, Gary Hawbaker, Lou Scally, Ed Norman, Sheriff Mades,
and Barry Teach. Appointments from the Fire and Rescue Service and the general
public will be made at a later date. Unanimously approved.
APPOINTMENTS: C & O CANAL HISTORIC PARK AND ADVISORY COMMISSION
Motion made by Commissioner Downey, seconded by Irvin to recommend the appointment
of Sue Ann Sullivan and the reappointment of Edward Miller to the C & O. Canal
Historic Park. Advisory Commission.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the recent meeting of the Historical Society and on
the Regional Tourist Group which she attended along with representatives from
Garrett and Allegany Counties.
Commissioner Downey reported on the C & O Canal Commission meeting.
NAMING OF ROADS - KEEDYSVILLE AREA
Motion made by Commissioner Roulette, seconded by Snook to name and rename roads in
the Keedysville area as follows: Road thru Rohrersville to Main Street, Old 67
between Park Hall Road and Locust Grove to Weverton Road, Old 67 south of Reno
Monument Road to Weverton Road, two streets in Elk Ridge Lake development to Elk
Ridge Drive and Rainbow Avenue, road off Burnside Bridge Road to Fernrock Lane,
Road off Coffman Road east of Antietam Creek to Hardwood Lane, MD. Rt 67 to
Rohrersville Road, Md. Route 34 from Boonsboro to the river to Shepherdstown Pike.
Road between Main St. in Rohrersville and Millbrook Road to Hog Maw Road, John
Brown Drive and John Brown Drive West to Hawks Hill Lane, Road between Locust Grove
Road and Park Hall Road to Raspberry Road. Unanimously approved.
APPLICATION FOR REZONING -353
The Commissioners were advised that the applicant had withdrawn RZ-353, and that
Attorney John Urner had requested that the Commissioners render a decision on the
time which must elapse before a rezoning applicant which has been withdrawn may be
resubmitted for consideration. The Commissioners directed the County Attorney to
research and report back at the following week's meeting.

BROWN ROAD IMPROVEMENT REQUEST
The request for improving 1400 feet of Brown Road which was not part of the County
Road system on an equal cost share basis with owners of undeveloped property on
which there are no lots of record, was taken under advisement. The Commissioners
discussed establishing a policy to prevent confusion of undeveloped roads where
there are no developed lots of record, and requested that the County Administrator
and Planning Director investigate the situation and report back to the Board.

The meeting was recessed at 10:00 a.m.
RECONVENE IN REGULAR SESSION
Motion made to reconvene in regular session by Commissioner Irvin, seconded by
Snook at 10:15 a.m. Unanimously approved.
UNISYS - PROPOSAL FOR DATA PROCESSING
Motion made by Commissioner Roulette, seconded by Snook to enter into a contract
with Unisys for Hardware for Data Processing at a cost of $7,724.60 per month for
an 84 Month term (7 years) beginning July 1, 1987. Unanimously approved.
STREET STANDARDS
Glenn Dull, County Engineer reported on the increasing problem of newly constructed
shoulders on County Roads. The present method of tar and chip has not been
adequate, particularly at intersections. Paved shoulders could be implemented on
new roads, at a cost of $1.00 to $1.50 per sq. yard which is $80.00 to $120.00 per
lot. The Commissioners requested that Mr. Dull prepare a transition and date and
return new standards for shoulders for adoption.
LIQUIDATED DAMAGES
Motion made by Commissioner Roulette, seconded by Irvin to adopt the proposed
policy for Liquidated Damages, on recommendation of the County Engineer.
Unanimously approved.
BID OPENING - INDUSTRIAL EQUIPMENT ROADS
The bids for the Industrial equipment for the Roads Department were publicly opened
and read aloud. The following firms and their proposals were as follows: Valley

SMITHSBURG TOWN GROWTH AREA
Jack Hawbaker, Executive Director of the Planning Commission and Steve Goodrich of
the planning office reported on the progress of the Smithsburg Town Growth Area
Study. All areas were covered and a meeting to decide policy between the County
and the Town along with financing (through infrastructure) must be set up. The
Executive Director of the Planning Commission will prepare an agenda for this
meeting.

ACCESS - LONDONTOWNE SECTION B
Daniel Sheedy, developer of Londontowne, appeared before the Commissioners and
proposed a land exchange of equal or greater size and equal or greater value, in
order to provide him with sufficient land to develop and construct an additional
access road on part of Ditto Farm Park. Residents of Brightwood Acres were present
and discussed other possibilities with Mr. Sheedy and the Commissioners. A meeting
with the residents was scheduled for June 24th which Mr. Sheedy was invited to
attend. The matter was taken under advisement.
RECESS
The meeting was recessed at this time for a brief lunch in place.
AFTERNOON SESSION:
The Meeting was convened at 12:45 p.m. by the President, Ronald L. Bowers with the
following members present: Vice President Richard E. Roulette and Commissioners R.
Lee Downey, Linda C. Irvin and Martin L. Snook.
CONSULTANT SELECTION FOR THE AIRPORT:
Motion made by Commissioner Linda Irvin, seconded by Downey to accept the
recommendation of the Coordinating Committee and the Airport Commission, for Delta
Associates to provide consulting service on a project by project basis for a period
of three years at the Washington County Regional Airport. Unanimously approved.
HOME RULE COMMITTEE
The County Administrator was directed to contact the following groups to
request nominees for appointment to the Charter Board, League of Women Voters,
Washington County Farm Bureau, Chamber of Commerce, Greater Hagerstown Committee,
and the Washington County Bar Association. This Board will then prepare a Charter
which would be considered by the electorate at the 1988 General Election.
PIT BURNER, LANDFILL
The Commissioners gave their unanimous approval to allow Robert Davenport, Director
of the Washington County Landfill to attend a demonstration in Louisianna of the
Pactherm Pit Burner, designed to reduce the amount of solid waste that must be
landfilled.
ANIMAL CONTROL ORDINANCE
The County Attorney reported that the Animal Control Ordinance, as presently
written, provides for appeal from the Animal Control Authority and the Animal
matters Review Board which as an administrative body then sits in a quasi judicial
capacity and that appeal from the Review Board would then,have to be made to the
Circuit Court and not the District Court as provided for in the Ordinance. The
County Attorney was instructed to prepare ammendments to the Ordinance which would
provide for proper and legal appeal to be made from the Animal Control Authority to
the District Court, and to accordingly revise the responsibilities of the Animal
Control Authority.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Irvin to convene in Executive
Session at 2:30 p.m. in regard to personnel and property matters in accordance
with State Government Article 10.508 of the Annotated Code of Maryland Unanimously
approved.
REQUEST FOR ADVERTISING, COLT LEAGUE
The Commissioners referred a request from the Hagerstown Colt League to advertise
for the program for the East Zone Tournament to be held in Hagerstown on August 7,
8, & 9th, to the Tourism Department.
APPROVAL OF MINUTES - JUNE 9, 1987
Motion made by Commissioner Downey, seconded by Irvin to approve of the Minutes of
the meeting of June 9, 1987 as submitted. Unanimously approved.
COMMUNITY DEVELOPMENT PROGRAM - INCOME BANK ACCOUNTS
Motion made to by Commissioner Irvin, seconded by Snook, to approve the request for
an additional bank account for the Community Development Program and to authorize
the following signatures. Ronald L. Bowers, Barry A. Teach, Joni L. Bittner, James
R. Young.Unanimously approved.
AIRPORT - OVERLAY OF RUNWAY
Motion made by Commissioner Downey, seconded by Irvin to approve the proposal from
Davis, Renn & Shrader for extensive survey work for the overlay of a runway at the
Airport which is being funded by FAA. Unanimously approved.

EMPLOY PART TIME SUMMER PLAYGROUND PERSONNEL
Motion made by Commissioner Downey, seconded by Irvin to employ Sandra Rupp,
Sharpsburg, Robin Roth, Arts & Crafts Assistant for the playground, and Gary Reed,
Community School Recreation Program for Northern Middle School. Unanimously
approved.
PARKS ADMINISTRATOR
Motion made by Commissioner Downey, seconded by Irvin to change the title of Parks
Coordinator to Parks Administrator. Unanimously approved.
RENEW LEASE
Motion made Commissioner Irvin, seconded by Roulette, to renew the Lease with
Wright Gardner for office space for the States Attorney's office. Unanimously
approved.
SECRETARY - PART TIME, PLUMBING BOARD
Motion made by Commissioner Irvin, seconded by Downey, to hire Justine Quessenberry
as permanent part time secretary for the Plumbing Board. Unanimously approved
SUPPLEMENT FOR THE HEALTH DEPARTMENT
Motion made by Commissioner Downey, seconded by Roulette to approve a supplement of
$4000 for the Administrator of the Health Department. Unanimously approved.
LANDFILL
Motion made by Commissioner Snook, seconded by Irvin to keep the green box open at
Keatzel Road until 5:00 p.m. on Saturdays. Unanimously approved.
STATE PLANNING - SOUTH COUNTY STUDY
The Commissioners directed the County Administrator to contact the Mayors of
Boonsboro, Sharpsburg, Keedysville, the Historical Society, the Save Historic
Antietam Foundation, The Pleasant Valley, Rohersville, and Antietam/Dargan
Rohrersville Ruritan Clubs. The Southern Washington County Citizens Association,
The Tourism Advisory Commission, and Tourism Inc., to suggest members for a
citizens committee to participate in the Southern County Study which will be funded
by the Department of State Planning.
