The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, Linda C. Irvin, and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
BOARD/COMMISSION REPORTS
Commissioner Downey reported on the recent Tri-County Council elections and
Commissioner Bowers gave a report on his recent luncheon with Governor Schaefer
where the Governor discussed his international trip. Commissioner Bowers also
reported on the ceremony commissioning the U.S.S. Antietam.
BRIGHTWOOD ACRES - PROPOSED ACCESS ROAD
Residents of Brightwood Acres Subdivision appeared before the Commissioners to
discuss the proposed access road between the Londontowne Development and Maplewood
Drive. The residents expressed their concern that the increased traffic level
would affect the neighborhood. Possible alternatives were discussed and the
Commissioners informed the residents that the County Engineer and the Executive
Director of the Planning Commission were meeting with City of Hagerstown officials
regarding the access road since this area has been annexed into the City.
Residents will be notified of any developments which occurred in this meeting.
BID OPENING - REPAIR OR REPLACEMENT OF AIR CONDITIONER CHILLER - COUNTY
OFFICE
BUILDING
One bid was received for the repair or replacement of the air conditioner chiller
at the County Office Building from Robert F. Ziegler, Inc. Their proposal was as
follows: Option l Base Bid, Repair, $43,200 or Option 2 Base Bid, Replacement,
$62,897. The bids will be reviewed by appropriate officials prior to a decision
being rendered. (Decision rendered later in Afternoon Session.)
BID OPENING - BOILER/BURNER UNIT - 4 FACILITIES
One bid was received for the boiler/burner unit for the Washington County Court
House and Annex, the County Office Building, William J. Dwyer Memorial Cewnter and
the Washington County Health Department. The firm participating in the bidding and
its proposal was as follows: Fridinger-Ritchie - Base bid - $46,987. The bid will
be reviewed by appropriate officials prior to a decision being rendered. (Decision
rendered later in Afternoon Session.)

GOVERNOR LANE BOULEVARD/ROUTE 68 IMPROVEMENTS
After reviewing the Transportation Advisory Committee's report on the intersection
of Governor Lane Boulevard and Maryland Route 68 near Williamsport, the
Commissioners' agreed to forward a request to Hal Kassoff, Administrator, State
Highway Administration, to request signalization and geometric improvements to this
intersection.
AWARD BID - COPIER FOR TRANSPORTATION
Motion made by Commissioner Roulette, seconded by Snook to award the bid for the
copier for the Transportation Commission to Office Suppliers, Inc. for the low bid
meeting specifications in the amount of $5,995 (Sharp SF-9510). Unanimously
approved.
SUMMER MEETING SCHEDULE
Motion made by Commissioner Downey, seconded by Roulette to change the meeting
schedule for July and August to start at l0:00 a.m. and to cancel the
Commissioners' meetings for July 2l and August l8. Unanimously approved.
PROPERTY PURCHASE PROGRAM - HEALTH DEPARTMENT
Henry Brown, Addictions Coordinator at the Washington County Health Department,
appeared before the Commissioners to request that the County apply for a Title X
Community Bond Construction Grant for the purchase of a new facility or
construction of a facility. The grant is a 75% State/25% County matching grant.
The Commissioners requested that Mr. Brown obtain information regarding dollar
figures for the approximate cost for the type facility needed by the addictions
division.
HUMP ROAD IMPROVEMENTS
Motion made by Commissioner Snook, seconded by Roulette to include the widening and
improvement of Hump Road with work to be done in the fiscal year beginning July l,
l987 with needed funds to be taken from the Fund Balance of the Highway Fund.
Unanimously approved.
DATA PROCESSING - FUTURE NEEDS
Paul Durrette, UNISYS representative, and Ron Whitt, Director of the County Data
Processing Department, appeared before the Commissioners to discuss the needs of
the County in regard to data processing. Mr. Durrette stated that there are
basically two decisions the Commissioners should make: the refinancing of the
entire contract with UNISYS and the software package needed to have the budgetary
accounting on-line by January l, l988. The Commissioners requested Mr. Durrette to
check into the refinancing and extension of the lease with UNISYS.
LUNCH - HISTORICAL ADVISORY COMMITTEE
The Meeting was recessed at ll:00 a.m. for lunch and discussion with the Historical
Advisory Committee.
AFTERNOON SESSION
The Afternoon Session was convened at l:30 p.m. by the President Ronald L. Bowers,
with the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey, Linda C. Irvin, and Martin L. Snook.
DEMONSTRATION OF VOTING MACHINE
Keith Long, a representative of Sequoia Pacific, demonstrated the DataVote system
and gave pertinent information regarding equipment needed and prices to the Board
of Election Supervisors and the Board of County Commissioners for their
consideration.
PRESENTATION OF FLAG
Sheri Woods, a junior at Williamsport High School, presented an American Flag to
the County Commissioners which was given to her as a representative of Washington
County by Governor Schaefer. The flag will be flown the rest of this week in honor
of National Flag Week. The Commissioners thanked Ms. Woods for the flag and for
her participation in the Flag Week ceremony.
At this time Commissioner Bowers was excused from the Meeting and Commissioner
Roulette assumed the Chair.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Irvin to convene in Executive
Session at 3:l5 p.m. in regard to personnel and property matters in accordance with
State Government Article l0.508 of the Annotated Code of Maryland. Unanimously
approved.

RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Irvin to reconvene in Regular
Session at 4:l5 p.m. Unanimously approved.
EMPLOY LABORER II - ROADS DEPARTMENT
Motion made by Commissioner Downey, seconded by Irvin to employ Michael Martin in
the position of Laborer II at the Western Section of the Roads Department to fill
an existing vacancy. Unanimously approved.
EMPLOY PART-TIME SUMMER PLAYGROUND PERSONNEL
Motion made by Commissioner Downey, seconded by Irvin to employ Julie Cardenis at
Lincolnshire Elementary and Scott Kidd at Reed City Park as Part-time Summer
Playground employees of the Recreation Commission. Unanimously approved.
BID AWARD - BOILER REPLACEMENT
Motion made by Commissioner Irvin, seconded by Downey to award the bid for boiler
replacement for four County facilities to Fridinger-Ritchie in the amount of
$47,580 which includes the performance bond. Unanimously approved.
BID AWARD - REPAIR/REPLACEMENT OF AIR CONDITIONER CHILLER - COUNTY
OFFICE BLDG.
Motion made by Commissioner Downey, seconded by Irvin to award the bid to Robert F.
Ziegler for the air conditioner chiller at the County Office Building for the low
and only bid of $62,897, to be taken from the Capital Contingency fund.
Unanimously approved.
ACCEPTANCE OF OPTION AGREEMENT - ROUZER/JAMISON TRACT
Motion made by Commissioner Downey, seconded by Irvin to accept the option
agreement with Charles M. Rouzer and John V. Jamison III to convey in fee simple
for no consideration, 80,100 sq. ft +/- located on Hopewell Road with the condition
that the County increase the opening of the waterway under Hopewell Road from 7 sq.
ft. to a minimum of l5 sq. ft. during the reconstruction of said road. Unanimously
approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Irvin to adjourn at 4:20 p.m.
Unanimously approved.
