The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President R. Lee Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
PRESENTATION OF PAINTING
Lieba Cohen, Executive Director of the Washington County Arts Council, along with
representatives of the Committee who organized the New Visions Art Show, presented
a painting of Burnside Bridge to the County Commissioners for their support of the
project. The painting, which won first prize in the show, was painted by Vivian
Mentzner. Ms. Cohen stated that participants in the New Visions Art Show must be
over the age of 60 and reside in Washington County. This project was made possible
by a grant from the Maryland Arts Council and was sponsored by the Washington
County Arts Council, Hagerstown Junior College and Community Action Council.
CERTIFICATE OF MERIT - SISTER FRANCES WATKOWSKI
Sister Frances Watkowski was presented with a Certificate of Merit by the County
Commissioners for her excellence as a teacher of history at Saint Maria Goretti
High School. The l987 E. Russel Hicks-Louis E. Tuckerman Award for American
history and Social Studies presented by the Hagerstown Civil War Roundtable was won
by Peter Tahn, a student of Sister Watkowski's. Sister Watkowski thanked the
Commissioners for the Certificate and stated that her greatest joy in teaching was
to involve the students in community affairs.
GOLF COURSE ELECTRIC SERVICE AGREEMENT
Motion made by Commissioner Roulette, seconded by Snook to enter into an Agreement
with the Potomac Edison Company for a guaranteed annual minimum billing useage of
$5,000 for electric service for the golf course which has a minimum term of three
years and is renewable on an annual basis. Unanimously approved.
BOARD/COMMISSION REPORTS
Commissioner Roulette reported on the Planning Commission meeting, Commissioner
Irvin gave a report on the Airport Commission meeting and a meeting with the
Longmeadow Lions Club regarding the possible location of a park in the north
section of the County, Commissioner Downey informed them that the committee in
charge of selecting an administrator for the Health Department has held interviews
last week and Commissioner Bowers reported on the Maryland Association of Counties
retreat he attended last week.
CONVEYANCE OF LAND/EXCHANGE - MERRBAUGH/GOSSARD
The Commissioners discussed the advertised land exchange with John Merrbaugh for a
a 50' x 250' parcel of land located off West Place in exchange for an almost equal
amount of land to the County, the County then proposes to convey this to Herb
Gossard and to also convey 3.3 acres to Mr. Gossard for a price of $5,000 per
acre. The Commissioners agreed to delay any action on this matter until next week
in order to clarify the right-of-way agreement between Mr. Merrbaugh and Mr.
Gossard.
TTY PURCHASE
The Commissioners authorized the purchase of eleven TTY units to be paid for by the
departments receiving the units.
BID OPENING - COPIER - TRANSPORTATION COMMISSION
The bids for a copier for the Transportation Commission were publicly opened and
read aloud. Firms participating in the bidding and their proposals were as
follows: Office Suppliers, Inc. - $5,995 for a Sharp SF95l0 copier; Ropho Sales -
$5,600 for a Mida 3l3ZD copier; Rockwell's Inc. - Proposal #l - 6,295, Ricoh Model
FD5070, Proposal #2 - $6,950, Ricoh FT5560, Proposal #3 - $5,295, Rocoh FT50l0;
Document Solution - $l0,680 for Xerox Model l048 and $12,250 for Xerox Model l050;
Long's Business Equipment - $8,l2l.50 for Cannon NP-4040AF Copier; A. B. Dick
Products - $5,995 primary bid for A.B. Dick Model K355B and $4,484.75 for A.B. Dick
Model K255B; Monroe Systems for Business - $4,7l5 base price, Monroe RL7502, $3,929
alternate bid, Monroe RL8352D; Executone - $5,989, Mita DC-5l32; and Word
Processing Services - $5,370 for Konica Model 4003. The bids will be reviewed by
appropriate officials prior to a decision being rendered.

BID OPENING - OVERLAY
The bids for the overlay of roads were publicly opened and read aloud. Firms
participating in the bidding and their proposals were as follows: Richard F. Kline
- $30.25 per ton in place; Wolfe Brothers, Inc. - $25.66 per ton in place; Union
Equipment, Inc. - $29.39 per ton in place; and P & W Excavating - $23.75 per ton in
place. The bids will be reviewed by appropriate officials prior to a decision
being rendered. (A decision was rendered in the Afternoon Session.)
BID OPENING - TRAFFIC PAINT & BEADS
The bids for traffic paint and beads were publicly opened and read aloud. Firms
participating in the bidding and their proposals were as follows: Ennis Paint
Mfg., Inc. - 3500 gallon yellow paint - $3.999/gallon, l500 gallon white paint -
$4.052/gallon, no bid for beads; Baltimore Paint & Chemical - 3500 gallon yellow
paint - $3.68/gallon, l500 gallon white paint - $3.88/gallon, no bid for beads;
Mid-Atlantic Safety - no bids for paint, Beads - 650 lb. - 0.2l5/lb., $l0.75/bag;
Flex-O-Lite - no bids on paint, Beads - 0.l967l/ lb., $9.8355/bag; Prismo Safety
Corp. - 3600 gallon yellow paint - $3.78 gallon, l500 gallon white paint -
$3.80/gallon, no bid for beads; and Potters Industries, Inc. - no bids for paint,
Beads - 0.22889/lb., $11.4445/50 lb. bag. The bids will be reviewed by appropriate
officials prior to a decision being rendered. ( A decision was rendered later in
the Afternoon Session.)
AMENDMENT - AIRPORT COMMISSION RESOLUTION
Motion made by Commissioner Irvin, seconded by Snook to amend Section 2, Paragraph
9 of the Airport Commission resolution to delete the requirement for a public
hearing regarding initial charges for a change in charges for T-hangar rental
fees. Unanimously approved.
PORTABLE RADIO - PARKS DEPARTMENT
Motion made by Commissioner Snook, seconded by Roulette to authorize the Parks
Department to purchase a portable radio in the amount of $1200 and to appropriate
these funds from the Commissioners' Contingency Fund. Unanimously approved.
FIRE & RESCUE LOAN - MT. AETNA VOLUNTEER FIRE CO.
Motion made by Commissioner Snook, seconded by Irvin to approve the request for a
loan of $41,000 made by the Mt. Aetna Volunteer Fire Company for rebuilding the
engine of a l966 American LaFrance to a 2000 gallon tanker as recommended by the
Fire & Rescue Advisory Loan Committee. Unanimously approved.
PERMIT FEES - BOARD OF EDUCATION PROJECTS
Motion made by Commissioner Irvin, seconded by Roulette to waive fees for the
permits required for Board of Education projects although necessary permits will
still be required. Unanimously approved.
CLEAR SPRING VOCATIONAL-AGRICULTURAL PROJECT PERMITS
Motion made by Commissioner Snook, seconded by Roulette to deduct permit fees from
the Clear Spring Vocational-Agricultural project if the Board of Education accepts
a contract from the recent bidding; if the project is rebid, permit costs are not
to be included in the bid package but necessary permits will still be required.
Unanimously approved.
APPROVAL OF MINUTES - MAY 19, l987
Motion made by Commissioner Downey, seconded by Roulette to approve the Minutes of
May l9, l987 as amended. Unanimously approved.
PROPERTY CONVEYANCE FEES - HANCOCK
The Commissioners agreed to reimburse the Board of Education $l600 for survey and
legal fees connected with the conveyance of the property located off Main Street
Extended in Hancock to be an additional charge to the price of the land.
PARTICIPATION IN CONSULTANT STUDIES
Motion made by Commissioner Roulette, seconded by Irvin to provide 50%, not to
exceed $20,000, of consultant fees connected with performing needs assessment
studies for water and sewer services for County municipalities with each request to
be considered separately on its own merits. Unanimously approved.
REQUESTS FOR "NO PARKING" SIGNS
Motion made by Commissioner Snook, seconded by Roulette to approve of imposing "No
Parking" restrictions at Fountainhead Road and at the District l2 Fire Company on
both sides of Fairplay Road in the vicinity of the parking lot and old school, as
recommended by the Transportation Advisory Committee. Unanimously approved.

PUBLIC HEARING - FARE INCREASES & ROUTE MODIFICATION - TRANSPORTATION
COMMISSION
The President convened the Meeting in Public Hearing at ll:00 a.m. in regard to a
proposed fare increase and route modification for the County Commuter bus system.
Keith Godwin, Manager of the County Commuter, explained in detail the proposed
route changes and alternatives. He then answered the questions of those in
attendance regarding route changes. The Transporatation is also proposing fare
increases for adult base fares from .55 to .60, senior citizens and handicapped
fares during peak rush hours from .40 to .45 and student rates would increase from
.30 to .35. Senior citizens and handicapped fares during the middle of the day
would remain at the current .25 and transfer fees would remain unchanged. The
proposal includes a .l0 zone charge for adult fares only on the three longest
routes. Boonsboro and Hancock fares would be increased by 9% across the board and
adult transfer charges for Williamsport to Valley Mall and return would be
eliminated. There being no one else present to testify for nor against said
proposal, the Hearing was closed at ll:25 a.m. and the Meeting was reconvened in
Regular Session.
MVA BRANCH OFFICE - STATUS REPORT
Marshall Rickert and Tom Bongiovani, representing the Motor Vehicle Administration
appeared before the Commissioners to present a status report on the proposed MVA
building to be constructed at Route 65. Mr. Rickert stated that there are two
contracts - one for building a new roadway which will intersect with Route 65 to
serve MVA and SHA and also the State Police barracks and the contract for the
actual construction bids. The bid opening date is set for June 5, l987, final
notice to proceed will be given this fall and the State would like to open for
business in June of l988. He also stated that the outstanding issue is the need
for sewer service and informed the Commissioners that they have met their
commitment for $75,000 for their portion of the costs associated with the proposed
sewer service.
RECESS
The Meeting was recessed at ll:45 a.m. for a ribbon cutting ceremony for T-hangars,
C & P Groundbreaking and the grand opening of Eastern Boulevard.
AFTERNOON SESSION
The Afternoon Session was convened at 2:l5 p.m. by the President Ronald L. Bowers
with the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook.
BID AWARD - OVERLAY OF ROADS
Motion made by Commissioner Snook, seconded by Irvin to award the bid for overlay
of County roads to P & W Excavating who submitted the low bid of $23.75/ton in
place. Unanimously approved.
BID AWARD - TRAFFIC BEADS
Motion made by Commissioner Snook, seconded by Roulette to award the bid for
traffic bids to Flex-o-lite who submitted the low bid of .l967l/lb. or $9.8355/bag
for a total of $5,90l.30. Unanimously approved.
BID AWARD - TRAFFIC PAINT
Motion made by Commissioner Irvin, seconded by Snook to award the bid for traffic
paint to Baltimore Paint & Chemical who submitted the low bid of $3.68/gallon for
yellow paint and $3.88/gallon for white paint for a total cost of $l8,700.
Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Irvin to convene in Executive
Session at 2:20 p.m. in regard to personnel and property matters in accordance with
State Government Article l0.508 of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Irvin to reconvene in Regular
Session at 3:l0 p.m. Unanimously approved.
EMPLOY FIRE & RESCUE TECHNICIANS
Motion made by Commissioner Roulette, seconded by Downey to employ Richard Conrad
as a full-time Communications Technician and James Mitchell as a part-time
Communications Technician at Fire & Rescue Communications to fill existing
vacancies. Unanimously approved.

Motion made by Commissioner Irvin, seconded by Downey to employ Harry Griffith as a
Park Guard to fill an existing vacancy. Unanimously approved.
EMPLOY TOURISM INFORMATION SPECIALIST
Motion made by Commissioner Roulette, seconded by Snook to employ Jo Ann Lewis as a
Tourist Information Specialist at the I-70 West Information Center to fill an
existing vacancy. Unanimously approved.
EMPLOY PART-TIME SUMMER PLAYGROUND EMPLOYEE
Motion made by Commissioner Downey, seconded by Roulette to employ Amy Laubi as a
part-time summer playground employee at Williamsport Elementary School for the
Recreation Commission to fill an existing vacancy. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Roulette, seconded by Snook to adjourn at 3:l5 p.m.
