HomeMy WebLinkAbout05.12.1987 May 12, 1987 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was deivered by Reverend W. Gregory Martin, Zion Lutheran Church, followed by the Pledge of Allegance to the Flag by the full Assemblage. WELCOME - CO. COMMISSIONER STANTON YEATON The County Commissioners welcomed Stanton Yeaton, County Commissioner from Franklin County, Maine, and his wife to the Meeting and presented them with several momentos of their visit to Washington County. PROCLAMATION - R.S.V.P. WEEK Motion made by Commissioner Snook, seconded by Roulette to proclaim the week of May 10-16, l987, as Retired Senior Volunteer Program Week in Washington County and by this action to let it be known that the Commissioners have both faith in and respect for those Retired Senior Volunteers who devote so unselfishly of their time, talents and love. 1986 HISTORIC PRESERVATION AWARD The 9th annual Historic Preservation Award was presented to the Mt. Aetna Volunteer Fire Company for their early action to preserve the site of the Antietam Furnance, which is the only l8th Century furnace in existence, from damage, and for reporting their findings to the Maryland Historical Trust. Jerry Cave, Chief of the Mt. Aetna Volunteer Fire Company, received the award on the Company's behalf and in accepting the award thanked the Commissioners and the Historical Society. He stated that the fire company's job was to preserve life and property and that he hopes the findings from the furnace will be preserved for everyone to enjoy. BOARD/COMMISSION REPORTS Commissioner Roulette reported on the meeting of the Sewage Treatment Plant Site Location Committee, Commissioner Irvin and Commissioner Bowers gave a report on the Western Maryland Counties' meeting and Commissioner Downey reported on the recent Health Systems Agency meeting. SCHOOL EXPANSION REQUEST Carol Johnson, a member of the Pleasant Valley Citizens Advisory Committee, appeared before the Commissioners to request expansion of the Pleasant Valley Elementary School which is experiencing overcrowded conditions. The Commissioners advised Mrs. Johnson that the request should come from the Board of Education. Commissioner Bowers suggested that a committee be formed to determine the long- range needs of County schools regarding expansion or addition. MINIMUM LIVABILITY CODE Neil Curran, Housing & Community Development Director, and Robert Coble, Director of Permits & Inspections, appeared before the Commissioners to inform them that a Minimum Livability Code must be adopted by the County no later than January l, l989. The Code adopted by the County must meet the minimum standards set by the State of Maryland. Also discussed was enforcement of the Code and the suggestion that all municipalities in the County adopt a similar livability code which would assist in enforcement. BID OPENING - RIDE ASSIST VOUCHER BOOKLETS Bids for the Ride Assist Voucher Booklets were publicly opened and read aloud. Firms participating in the bidding and their proposals are as follows: American Bank Note Company - Alt. l - $3,328 (glued), $3,868 (stapled), Alt. 2 - $5,24l (glued), $6,321 (stapled), Alt. 3 - $7,770 (glued), $8,493 (stapled) and Alt. 4 - $9,l76 (glued), $10,140 (stapled); H & N Graphics, Inc. - Alt. l - $7,953 stapled, Alt. 2 - $l0,793 stapled, Alt. 3 - $12,800 stapled and Alt. 4 - $15,349 stapled; Moore Business Forms & Systems - Alt. l - $2,679.60 stapled, Alt. 2 - $4,232.80 stapled, Alt. 3 - $5,680.50 stapled and Alt. 4 - $7,130.80 stapled; United States Bank Note Corporation - Alt. l - $11,700 stapled, Alt. 2 - $16,600 stapled, Alt. 3 - $l9,400 stapled, and Alt. 4 - $23,200 stapled. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - NORTHERN AVENUE/FOUNTAINHEAD ROAD TRAFFIC SIGNAL A bid for the Northern Avenue/Fountainhead Road traffic signal was publicly opened and read aloud. The firm participating in the bidding and its proposal is as follows: Scott A. Duncan, Inc. - $29,600. The bid will be reviewed by appropriate officials prior to a decision being rendered. MAY 12, 1987 MINUTES, CONT'D. ROSE HILL AVENUE Glenn Dull, County Engineer, appeared before the Commissioners to discuss the widening or reconstruction needed on Rose Hill Avenue prior to the construction of a proposed development there. Mr. Dull informed the Commissioners that the cost of widening the road would be approximately $26,000 and the cost of reconstruction, approximately $50,000. Also discussed was the possibility of requiring the developer to pay a portion of the costs for needed improvements. The Commissioners took the matter under advisement at this time. PUBLIC HEARING - RIDE ASSIST & SECTION 18 PROGRAM The President convened the Meeting in Public Hearing at ll:l0 a.m. to allow any resident of Washington County to testify concerning the Ride Assist & Section l8 Program. Keith Godwin, Manager of the County Commuter, and Mary Taylor, S.T.A.P. Coordinator, appeared in support of the program. Also present at the hearing were George Turner, Turner's Taxi Service, and Barbara Bohner, United Cerebral Palsy. There being no one else present to speak for nor against said Program, the Hearing was closed at ll:20 a.m. and the President reconvened the meeting in Regular Session. TELEPHONE PURCHASE COSTS Karen Luther, General Purchasing Agent, appeared before the Commissioners to inform them of the costs regarding purchase of the current telephone system. The purchase costs for the present system would be $85,l74 plus a monthly maintenance cost. The Commissioners authorized proceeding to develop a specification and seek bids for purchase of a system, on which several vendors could bid. BID AWARD - RIDE ASSIST VOUCHERS Motion made by Commissioner Roulette, seconded by Irvin to award the bid for the Ride Assist Vouchers to the low bid of Moore Business Forms and Systems for Alternate 4 (40,000 copies, stapled) in the amount of $7,l30.80. Unanimously approved. LUNCH The Meeting was adjourned at ll:30 a.m. for lunch at the Washington County Hospital. AFTERNOON SESSION The Afternoon Session was convened at l:35 p.m. by the President Ronald L. Bowers with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Downey to convene in Executive Session at l:40 p.m. in accordance with State Government Article l0.508 of the Annotated Code of Maryland in regard to personnel, property and litigation. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Roulette,seconded by Irvin to reconvene in Regular Session at 3:40 p.m. Unanimously approved. BUDGET REVIEW The Commissioners reviewed the Fiscal Year l987-88 budget and discussed the property tax rate. The concensus of the Commissioners was to tentatively set the property tax at $2.13 per $l00 of assessed valuation, an increase of .08 from the present rate of $2.05. The Public Hearing regarding the Commissioners intent to exceed the constant yield property tax rate will be held on May l9, l987 at 7 p.m. LIVABILITY CODE Motion made by Commissioner Downey, seconded by Roulette to authorize the submission of an application for State funds for the development and implementation of a Minimum Livability Code by the Housing & Community Development office. Unanimously approved. LINE ITEM TRANSFER - PARKS Motion made by Commissioner Snook, seconded by Irvin to approve of the following line item transfers for the Parks Department: $300 from Utilities (78-4l6-000) to Small Tools & Parts (78-4l0-ll0); $400 from Utilities (78-4l6-000) to Groundskeeping Supplies (78-4ll-030); $150 from Parks Programs (78-424-l40) to Per Diem (78-429-040); $150 from Parks Programs (78-424-140) to Automobile Allowance (78-457-000); $500 from Gas & Diesel Fuel (78-450-0l0) to Equipment Repairs (78- 442-000); and $500 from Gas & Diesel Fuel (78-450-0l0) to Maintenance Agreements (78-443-000). Unanimously approved. MAY 12, 1987 MINUTES, CONT'D. APPROVAL OF MINUTES - APRIL 28, 29, l987 Motion made by Commissioner Downey, seconded by Snook to approve of the Minutes of the Meetings of April 28 and 29, l987 as submitted. Unanimously approved. BID AWARD - TRANSPORTATION OF INDIGENT PATIENTS Motion made by Commissioner Downey, seconded by Roulette to award the bid for transportation of indigent patients to County Medical Transport, the only bid received, for the base rate of $50, cost per loaded mile - $l.00, rate for waiting time at facility - $20/hour, flat rate for third technician - $20/hour, and additional charge for transports between 6 p.m. and 6 a.m. - $20. Unanimously approved. LEASE ASSIGNMENT - AIRPORT Motion made by Commissioner Roulette, seconded by Irvin to approve the assignment of the lease for facilities at the Washington County Regional Airport from T. B. Wood's Sons Company to Newman Aviation Corporation. Unanimously approved. ELECTRIC SERVICE - GOLF COURSE The Commissioner authorized the County Administrator to negotiate with Potomac Edison Company for guaranteed electical usage at the golf course of $9,000 per year. EMPLOY ARTS & CRAFTS & SPECIAL EVENTS ASSISTANT Motion made by Commissioner Downey, seconded by Irvin to employ Jona Walter in the position of Arts & Crafts and Special Events Assistant for the Summer Playground Program sponsored by the Recreation Commission. Unanimously approved. PROMOTE TO FULLTIME - S.T.A.P. COORDINATOR Motion made by Commissioner Irvin, seconded by Roulette to promote the S.T.A.P. Coordinator from a Part-time to a Full-time position, which will be fully funded by the State government, for the duration of the program. Unanimously approved. PART-TIME CUSTODIAN - COUNTY COMMUTER Motion made by Commissioner Irvin, seconded by Roulette to authorize advertising for a part-time custodian at the County Commuter, with hours of work not to exceed 25 per week. Unanimously approved. RECLASSIFICATION - EDC Motion made by Commissioner Roulette, seconded by Irvin to reclassify Delores Hawbaker from Secretary II to Administrative Secretary, in the Economic Development Commission office.
