The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Paul Swartz, followed by the Pledge of Allegiance
to the Flag by the full Assemblage.
PROCLAMATION - B.P.O.E. YOUTH WEEK
Motion made by Commissioner Richard E. Roulette, seconded by Irvin to proclaim the
week of May l-7, l987, as B.P.O.E. Youth Week in Washington County and to urge all
citizens of government, civic, fraternal and patriotic groups, and citizens
generally to participate wholeheartedly in its observance. Unanimously approved.
The Proclamation was read by Commissioner Bowers and presented to Warren Spigler,
Exalted Ruler, George Hamilton, Leading Knight and Paul Swartz, member of the Youth
Committee of the Elks Lodge No. 378.
PROCLAMATION - GOODWILL INDUSTRIES WEEK
Motion made by Commissioner Snook, seconded by Downey to proclaim the week of May
3-9, l987, as Goodwill Industries Week in Washington County and to give their
recognition and support to the efforts of this valuable organization. Unanimously
approved.
BOARD/COMMISSION REPORTS
Commissioner Roulette gave a report on the recent Planning Commission meeting and
Commissioner Snook reported on the Parks Board meeting.
LETTER OF APPRECIATION - MACK TRUCKS
Motion made by Commissioner Downey, seconded by Roulette to send a letter of
appreciation to those involved in negotiations of the Mack Trucks/United Auto
Workers recent agreement. Unanimously approved.
MINUTES - APRIL l4 and 2l, l987
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the meetings of April l4 and 2l, l987, as amended. Unanimously approved.
SCREENING - EASTERN BOULEVARD
Due to the fact that Oswald Nursery, who submitted the low quotation for 4'-5'
California privet hedges, cannot supply the amount necessary for screening of
Eastern Boulevard in the vicinity of Maryland Metals, a MOTION was made by
Commissioner Irvin, seconded by Snook to accept the low proposal of Ott Nursery for
the 3 l/2' - 4' California privets in the amount of $8,358. Unanimously approved.
BID AWARD - PLUMBING MAINTENANCE
Motion made by Commissioner Roulette, seconded by Irvin to award the bid for
plumbing maintenance for the period July l, l987 - June 30, l988, to J & W.
Mechanical Services for the low proposal of $3,890 (based on the formula calculated
by the Superintendent of Buildings & Grounds utilizing prices given for base bid,
labor wages and materials and parts mark-up). Unanimously approved.
BID AWARD - ELEVATOR MAINTENANCE
Motion made by Commissioner Snook, seconded by Roulette, to award the bid for
elevator maintenance to General Elevator Company for the low bid of $l0,260
annually. Unanimously approved. (The bid for Otis Elevator was misread at the bid
opening on April 28, l987, as $l0,088 annually when the actual base bid was $l,088
monthly, which would correctly result in a base bid of $l3,056 annually and has
been confirmed by Mr. Bobby Harvin, District Manager, at Otis Elevator.)
BID AWARD - PEST CONTROL
Motion made by Commissioner Roulette, seconded by Downey to award the bid for pest
control for Fiscal Year l988 to Pied Piper for their low bid of $2,890.
Unanimously approved.
BID AWARD - ELECTRICAL MAINTENANCE
Motion made by Commissioner Downey, seconded by Roulette to award the bid for
electrical maintenance to Kube Electrical Company, Inc., for labor rates for
Regular hours - electrician - $14.25/hr., helper - $9.25/hr.; evenings and Saturday
- electrician - $20.50/hr., helper - $l3.40; Sunday and holidays - electrician -
$20.50/hr., helper - $l3.40/hr. Unanimously approved.

JANITORIAL SERVICE - SERVICE AGREEMENT RENEWAL - FY l988
Motion made by Commissioner Downey, seconded by Roulette to renew the service
agreement with Service Master for janitorial services for County Buildings, with
requested increase to $3,079 per month for the period July l,l987 - June 30, l988.
Unanimously approved.
SERVICE AGREEMENT RENEWAL - SANITARY DISPOSAL, INC.
Motion made by Commissioner Roulette, seconded by Downey to renew the service
agreement with Sanitary Disposal, Inc. for trash removal for County Buildings, for
the requested increase to $4,068 plus the extra charge of $l,056 for the container
at the Detention Center. Unanimously approved.
SERVICE AGREEMENT RENEWAL - ZIEGLER MECHANICAL CONTRACTORS
Motion made by Commissioner Roulette, seconded by Downey to renew the service
agreement for the period July l, l987 - June 30, l988 with Ziegler Mechanical
Contractors for the HVAC/ATC system for an average increase of 5 1/2% to $31,559.
Unanimously approved.
PROHIBIT TRACTOR/TRAILER TRAFFIC - DOUB ROAD
Motion made by Commissioner Roulette, seconded by Downey to prohibit
tractor/trailer traffic on Doub Road from Sterling Road and to request the
Transportation Advisory Commission to review this section of road. Unanimously
approved.
LINE ITEM TRANSFER - TRANSPORTATION COMMISSION
Motion made by Cpommissioner Irvin, seconded by Roulette to approve of the line
item transfer of $l5,000 from Contracted Services -S.T.A.P. Program (800-424-000)
to Machines and Equipment (800-482-000) for the purchase of a copier which will be
l00% reimbursed by the State government. Unanimously approved.
EXTENSION OF ELECTRIC SERVICE - GOLF COURSE
The Commissioners discussed extension of electrical service for the golf course and
the guaranteed annual useage per year which needs to be determined in order to pay
the upfront fee charged by Potomac Edison Company. It was decided to have the
County Engineer, Commissioner Roulette and Bob Elder, golf course architect, to
review the estimated electrical needs of the golf course.
I & A PROGRAM STATUS REPORT
Clifford Stein from the Department of Health & Mental Hygiene, Division of
Residential Sanitation, appeared before the Commissioners to present a status
report on the Innovative and Alternative sewerage program. He stated that there
are l2 total projects of which only 6 are grant eligible. He further stated that
since the money for funding the projects has not been used this year that it may be
transferred in order to be used this fiscal year.
BID OPENING - 15 PASSENGER VAN - HEALTH DEPARTMENT
The bid for the l5 passenger van for the Addictions Unit of the Health Department
was publicly opened and read aloud. The one firm participating in the bidding and
its proposal is as follows: Massey Ford - $l7,586.57. The bid will be reviewed by
appropriate officials prior to a decision being rendered.
BID OPENING - TRANSPORTATION OF INDIGENT PATIENTS
One bid was received for the transportation of indigent patients which was publicly
opened and read aloud. The firm participating in the bidding and the proposal is
as follows: County Medical Transport, Inc. - $50 base rate, cost per loaded mile -
$l, rate for waiting time at the facility - $20/hour, flat rate for third
technicial - $20 and additional charge for transports between 6:00 p.m. and 6:00
a.m. - $20. The bid will be reviewed by appropriate officials prior to a decision
being rendered.
BUDGET REVIEW
The Commissioners reviewed the Fiscal Year l987-88 budget from ll:l0 a.m. to ll:45
a.m.
LUNCH
The Meeting was recessed at ll:45 a.m. for the Annual Elected Officials Luncheon
hosted by the Local Advisory Council at the Venice Inn.
AFTERNOON SESSION
The Afternoon Session was convened at 2:l5 p.m. by the President Ronald L. Bowers,
with the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey and Linda C. Irvin.

PROPOSED CHANGES IN COUNTY PENSION PLAN
Alan Davis, Director of Personnel and Insurance, appeared before the Commissioners
to present the proposed changes in the pension system as recommended by the
Retirement Committee. The changes suggested were: l) reduce the employee
contribution from 5 1/2% to 5%; 2) change the normal retirement level from age 60
and 35 years of service to age 60 and 30 years of service; and 3) change the
multiplier from l.7% to 2% of the final average earnings. The total recommended
employer contribution would be $l49,668 with the above changes. The matter was
taken under advisement at this time.
At this time Commissioner Snook arrived at the Meeting.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at 2:35 p.m. in regard to personnel and property matters in accordance with
Section l0.508 of the State Government Article of the Annotated Code of Maryland.
Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Irvin to reconvene in Regular
Session at 3:55 p.m. Unanimously approved.
EMPLOY SUMMER PLAYGROUND CO-DIRECTOR - CLEAR SPRING
Motion made by Commissioner Roulette, seconded by Downey to employ Maya Simmers in
the position of Co-Director of the Summer Playground at Clear Spring High School
for the Recreation Commission Summer Playground Program. Unanimously approved.
EMPLOY FULLTIME TOURIST INFORMATION SPECIALIST - I-70 CENTER
Motion made by Commissioner Roulette, seconded by Irvin to employ Libby Wallach as
fulltime Tourist Information Specialist at the I-70 Center to work 40 hours per
week. Unanimously approved.
BID AWARD - 15 PASSENGER VAN - HEALTH DEPARTMENT
Motion made by Commissioner Snook, seconded by Roulette to award the bid for the 15
passenger van for the Health Department Addictions Unit to Massey Ford in he amount
of $l7,586.57. Unanimously approved.
BUDGET REVIEW
The remaining portion of the Afternoon Session reviewing the Fiscal Year l987-88
budget.
ADJOURNMENT
Motion made by Commissioner Downey, seconded by Irvin to adjourn at 4:55 p.m.
Unanimously approved.
