HomeMy WebLinkAbout04.28.1987 April 28, 1987 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County, Maryland was called to order at 9:00 a.m. by the President, Ronald L. Bowers, President, with the following members present: Vice President Richard E. Roulette, and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Irvin, followed by the Pledge of Allegiance to the Flag by the full Assemblage. PROCLAMATION - NATIONAL HOMEMAKERS WEEK Motion made by Commissioner Snook, seconded by Irvin to proclaim the week of May l - 9, l987 as National Homemakers Week in Washington County to honor all homemakers who contribute so greatly to the welfare of the people of Washington County. Unanimously approved. PROCLAMATION - VOLUNTEERS - IMPORTANT PEOPLE WEEK Motion made by Commissioner Roulette, seconded by Downey to proclaim the week of April 26 - May l, l987 as Volunteers - Important People Week in Washington County and to thank all the dedicated volunteers who give freely of their time, energy, and abilities. Unanimously approved. PROCLAMATION - SPECIAL OLYMPICS WEEK Motion made by Commissioner Downey, seconded by Roulette to proclaim the week of April 26 - May 2, l987, as Special Olympics Week in Washington County and urge all citizens to recognize this event and participate fittingly in its observance. Unanimously approved. HISTORIC DISTRICT ZONING AMENDMENTS Douglass Reed, President of the Historic District Ordinance Committee and Stephen Goodrich, Senior Planner, appeared before the Commissioners to discuss any amendments concerning the Historic Preservation (HP) portion of the Zoning Ordinance. The Commissioners decided to have the County Attorney review the language in the amendment before taking it to public hearing. OPTION AGREEMENTS - DAY/LANDIS ROAD AND MT. BRIAR WETLANDS PRESERVE Motion made by Commissioner Roulette, seconded by Snook to accept the option agreements for right-of-way needed for the entrance to the Mt. Briar Wetlands Preserve from William B. Dougherty, Jr., for 3,0l5 sq. ft. (0.07 acres) for the sum of $800 plus $320 for damages. Unanimously approved. Motion made by Commissioner Snook, seconded by Roulette to accept the following option agreements for Landis/Day Road: the conveyance of l,370 sq. ft +/- in fee simple from Janice L. Spitler in the amount of $l,370 and the conveyance of 8,757 sq. ft. +/- from Richard L. Harrison and to accept the Supplemental Letter dated April 8, l987 which includes conveying to Lorich Company, Inc., 6,345 sq. ft +/- of the old roadbed right-of-way (Sta. 2+00 to Sta. 4+00 Lt.) not being utilized for the reconstruction of Day Road with conveyance subject to any rights-of-way or easements of record and public notification required by law. Unanimously approved. BOARD/COMMISSION REPORTS Commissioners Snook and Irvin reported on the Airport Commission meeting, Commissioner Downey gave a report on the meeting with the Town of Boonsboro regarding the Town Growth Study and Commissioner Roulette reported on the Tourism Advisory Commission meeting. INTENTION TO CONVEY LAND - STANDARD ACOUSTICAL PRODUCTS, INC. Having received no comments for nor against the advertised sale of land to Standard Acoustical Products, Inc., a MOTION was made by Commissioner Roulette, seconded by Snook to convey 9.29 acres of land in the Washington County Business Park to Standard Acoustical Products, Inc., in the amount of $ll,000 per acre. Unanimously approved. BOONSBORO AMBULANCE LOAN REQUEST Motion made by Commissioner Roulette, seconded by Downey to approve of the request of the Boonsboro Ambulance & Rescue Service, Inc. for a loan in the amount of $40,000 from the Washington County Fire & Rescue Revolving Loan Fund for the purchase of a l986 ambulance. Unanimously approved. APRIL 28, 1987 MINUTES, CONT'D. ROADS TO BE NAMED/CHANGED - SANDY HOOK AREA Motion made by Commissioner Roulette, seconded by Snook to accept the recommendation of the Planning Department to name or change the following road names in the Sandy Hook area: Old Route 67 from Garretts Mill to Weaverton - Weaverton Road; Old Route l80/from the intersection of Rt. 340 and Valley Road to the intersection of Old Route l80 and Route 340 - Keep Tryst Road; lane that intersects Clark Road and parallels Sandy Hook Road - River Street; the unnamed road throuth Gapland - Weaverton Road; lane into Pleasant Valley tract off Rt. 67 - Basswood Lane; lane beginning at Gapland Road ends Md. 67 - Shaft Road; the road originating at Alt. 40 and which goes off Route 340 - Rohrersville Road; and the unnamed road through Brownsville - Weverton Road. Unanimously approved. SCREENING - EASTERN BOULEVARD Motion made by Commissioner Roulette, seconded by Irvin to purchase 4' - 5' California privet hedges for the low quotation of $8500 from Oswald Nursery for the purpose of providing screening on Eastern Boulevard in the vicinity of Maryland Metals. Unanimously approved. DISCRETIONARY ASSET MANAGEMENT ACCOUNT The Commissioners considered the recommendations made by Aetna Insurance Company, the County's insurance and financial broker, and decided not to invest in international stocks or expand the Discretionary Asset Management account funds at this time. BID OPENING - ELEVATOR MAINTENANCE The bids for elevator maintenance for County buildings were publicly opened and read aloud. The following firms and their proposals were as follows: General Elevator - total base bid $l0,260 and Otis Elevator Company - $l0,088. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - PLUMBING & HEATING MAINTENANCE SERVICE The bids for plumbing and heating maintenance service for County buildings were publicly opened and read aloud. BID OPENING - PEST CONTROL The bids for pest control service for County buildings were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Jim Snyder Exterminating, Inc. - Total base bid - $347/monthly, $3,954/annually; Terminix - Total base bid - $599/monthly, $7,237/annually; Pied Piper - Total base bid - $249/monthly, $2,890/annually; French's Termite & Pest Control - $293/monthly, $3,042/annually. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - ELECTRICAL MAINTENANCE The bids for electrical maintenance for County buildings were publicly opened and read aloud. BID OPENING - BUSINESS PARK ACCESS ROAD The bids for the Business Park Access Road were publicly opened and read aloud. The following firms and their proposals were as follows: E.F. Goetz & Son - $l3l,637.50; Union Equipment - $ll6,394.25; and Wolfe Brothers, Inc., - $l49,095.00. The bids will be reviewed by appropriate officials prior to a decision being rendered. OFFICIAL ACTION RESOLUTION - XERXES CORPORATION Motion made by Commissioner Roulette, seconded by Snook and unanimously adopted with Commissioners Bowers, Roulette, Downey, Irvin and Snook voting "AYE" to adopt a Resolution for the purpose of indicating the intent of the County Commissioners of Washington County to participate in the financing of the acquisition of a certain facility in Washington County, Maryland, by Xerxes Corporation, a California corporation or a Corporation to be formed to be controlled by the controlling shareholders of Xerxes Corporation; accepting the Letter of Intent from Xerxes Corporation and the Shell Corporation, thereby evidencing the County's intent to participate in such financing; and determining various matters in connection therewith. BID AWARD - SERVICE MONITORS Motion made by Commissioner Snook, seconded by Irvin to award the bid for the sale of the Communications Maintenance Service Monitors to the high bidder, Michael Harpster, for the sum of $l,827 for the Cushman monitor and $2,261 for the IFR monitor. Unanimously approved. LUNCH The Meeting was recessed at l2:00 noon for lunch. AFTERNOON SESSION The Afternoon Session was convened at l:00 p.m. by the President, Ronald L. Bowers with the following members present: Vice President Richard E. Roulette, and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Irvin, seconded by Downey to convene in Executive Session at l:05 p.m. in regard to personnel, property and litigation in accordance with State Government Article l0.508 of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Irvin, seconded by Snook to reconvene in Regular Session at l:55 p.m. Unanimously approved. EMPLOY TOURISM INFORMATION CENTER SPECIALISTS Motion made by Commissioner Roulette, seconded by Irvin to employ Cindy Chamberlin as full-time Tourism Information Center Specialist for the I-8l Center, and Lori Oyler as part-time Tourism Information Specialist at the I-70 Center. Unanimously approved. HEALTH DEPARTMENT APPROPRIATION Motion made by Commissioner Snook, seconded by Downey to approve the line item transfer of $845 from Health Dept. Budget 60 to the regular Health Department appropriation to be used for operational purposes. Unanimously approved. BUDGET REVIEW The hours between 2:00 p.m. and 4:40 p.m. were spent reviewing the Fiscal Year l987-88 budget requests. BUSINESS PARK ACCESS ROAD Motion made by Commissioner Downey, seconded by Roulette to award the bid for the Business Park Access Road to the low bidder, Union Equipment for the amount of $ll6,394.25. Unanimously approved. FAIRCHILD AGREEMENT Motion made by Commissioner Downey, seconded by Snook to enter into an agreement with Fairchild Industries, Inc. for the sale of 25.22 acres of land, situate in Election District No. l3, consisting of Parcel No. l for the sum of $409,825 and agreeing to the conditions set forth in the agreement of sale (attached) and to authorize Ronald L. Bowers, as President of the Board of County Commissioners to execute the said agreement. Unanimously approved. APRIL 28, l987 MINUTES, CONT'D. AGREEMENT WITH MARYLAND STATE AVIATION ADMINISTRATION - RUNWAY 9-27 Motion made by Commissioner Snook, seconded by Irvin to enter into an agreement with the Maryland State Aviation Administration for a study of the costs associated with extending Runway 9/27 at the Washington County Regional Airport with the State paying 90%, or an amount not in excess of $6,500, for the study. Unanimously approved. RECESS The Meeting was recessed at 4:45 p.m. and will reconvene at 7:00 p.m. at the Board of Education Auditorium for a budget hearing of the FY l987-88 budget request of the Washington County Board of Education. EVENING SESSION The Evening Session was convened at 7:00 p.m. at the Board of Education Auditorium by the President Ronald L. Bowers with the following members present: Vice President Richard E. Roulette, and Commissioners R. Lee Downey, Linda C. Irvin, and Martin L. Snook. BOARD OF EDUCATION BUDGET HEARING Richard Whisner, Superintendent of Schools, and Wayne Stouffer, Director of Fiscal Planning, presented the Board of Education's Fiscal Year l988 budget request. School Board members B. Marie Byers, Kenneth Grove and Barbara Stansberry were also present and spoke in support of the budget. Mr. Stouffer said that the total budget proposed by the Board of Education is $60,l69,349, which is a 5.4% increase over last year's budget. He also stated that the primary increase was for salaries, including the proposed addition of l0 elementary school teachers. Other issues discussed and advocated by those in attendance at the Hearing were the need for art and music teachers at the elementary schools, a guidance program for elementary school children and the need for continued funding for the talented and gifted program.
