The Regular Meeting of the Board of County Commissioners of Washington County,
Maryland, was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with
the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey, Linda C. Irvin, and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Pastor William Freed of the Broadfording Bible
Brethren Church, followed by the Pledge of Allegiance to the Flag by the full
Assemblage.
PRESENTATION - REPLICA OF COURT HOUSE
Mrs. Mildred Parsley, the wife of the late W. Carlton Parsley who served as County
Clerk to the Board of County Commissioners from l96l-62 and l966-74, presented the
Commissioners with a replica of the first Court House in Washington County which
had been made by her late husband. Also present was Mrs. Parsley's daughter, Pat
Firey, and her grandson, Thomas Firey.
PROCLAMATION - AMERICAN HOME WEEK
Motion made by Commissioner Snook, seconded by Downey to proclaim the week of April
26 - May 2, l987, as American Home Week in Washington County and to urge all
citizens to join with the Greater Hagerstown Board of Realtors in this
observation. Unanimously approved.
The proclamation was made by Commissioner Bowers and presented to Pam Mease and
Marty Martinson of the Greater Hagerstown Board of Realtors.
YOUTH OF THE MONTH AWARD - MICHELLE MARTIN
The Commissioners presented the April l987 Youth of the Month Award to Michelle
Martin for her service to her church, school and community. The Youth of the Month
award will be presented each month to a youth chosen by the Children's Council.
BARRIER-FREE DESIGN AWARD - HALFWAY PARK POOL
Edith Sweigert, Parks Coordinator, appeared before the Commissioners to present
them with the Governor's Employment of the Handicapped Barrier-Free Design Award
which was given to Washington County for the design of the Halfway Park Pool. Jeff
Tedrick, representing Callas Contractors, and Cindy Mease, Disabled Citizens
Coordinator, were also present.
PRESENTATION OF CHECK - AETNA INSURANCE
Alan Davis, Insurance Administrator, presented the Commissioners with a check in
the amount of $l53,397 from the Aetna Insurance Company which was refunded to
Washington County for reduced claims administration for processing of insurance
claims.
AGRICULTURAL PRESERVATION MATCHING FUNDS
Motion made by Commissioner Snook, seconded by Roulette to continue participation
in the State Agricultural Preservation Matching Fund Program. Unanimously
approved.
COMMISSION/BOARD REPORTS
Commissioner Downey reported on the Advisory Board of Health meeting, Commissioner
Roulette gave a report on the Planning Commission meeting, Commissioner Irvin gave
a report on the Transportation Commission meeting and Commissioner Snook on the
Commission on Aging Board Meeting. Barry Teach, County Administrator, gave an
update of the l987 legislative session and Commissioner Bowers reported on Potomac
Bend negotiations.
CONVEYANCE OF RIGHT-OF-WAY - KIRK FORD SALES, INC.
The President convened the Meeting in Public Hearing as advertised at l0:20 a.m. to
permit any resident of Washington County to testify concerning the County's
proposed intention to convey any right, title or interest it may have in and to a
certain 60' right-of-way that runs in a southeasterly direction for a distance of
270', more or less, from centerline, point of old Route 40 currently occupied by a
highway barricade to a point on the right-of-way line through highway of I-70 (as
shown on State Roads Commission Plat No. l8688 and l8690) to an adjoining property
owner, Kirk Ford Sales, Inc. There being no one present to speak for nor against
said conveyance, a MOTION was made by Commissioner Roulette, seconded by Irvin and
unanimously approved to abandon the above described 60' right-of-way and convey to
Kirk Ford Sales, Inc. for the consideration of $l,650.

SENIOR LIVING ALTERNATIVES, INC - ADDITION TO CONTRIBUTION LIST
After due consideration of all the matters and facts adduced at the Public Hearing
held on March 3l, l987, a MOTION was made by Commissioner Roulette, seconded by
Irvin to include Senior Living Alternatives, Inc., on the list of non-profit
organizations eligible to receive contributions from Washington County.
Unanimously approved.
ROAD IMPROVEMENTS - ROWLAND ROAD/MAUGANS AVENUE
Motion made by Commissioner Downey, seconded by Irvin to participate with Sheetz
Stores, who have a planned development on this corner, in making needed
improvements at the intersection of Rowland Road and Maugans Avenue by obtaining
the necessary right-of-way, supplying metal hardware and paying one-half the cost
of construction with Sheetz paying the other one-half of the cost for construction
and assuming the responsibility of completing the project prior to the store
opening; this action was taken in view of the fact that the problem to be corrected
was pre-existing. Unanimously approved.
APPROVAL OF MINUTES - MARCH 24, l987
Motion made by Commissioner Irvin, seconded by Roulette to approve of the Minutes
of the Regular Meeting of March 24, l987, as submitted. Unanimously approved.
CLARIFICATION OF ANIMAL CONTROL ORDINANCE AMENDMENTS
Motion made by Commissioner Roulette, seconded by Irvin to clarify the intent of
the Animal Control Ordinance Amendments as submitted in the March 3l, l987
Minutes. ( A copy of the Animal Control Ordinance Amendment is attached.)
Unanimously approved.
APPOINTMENT TO TOURISM ADVISORY COMMISSION
Motion made by Commissioner Roulette, seconded by Irvin to appoint Eugene J.
Manning to the Tourism Advisory Commission for a term of three years. Unanimously
approved.
AMENDMENT OF 1982 BLOCK GRANT
Motion made by Commissioner Roulette, seconded by Irvin to approve of the
submission of an application for the amendment of the l982 Block Grant by the
Housing & Community Development office to allow for its use for the Funkstown
wastewater treatment project and to show proposed use of program income.
Unanimously approved.
LINE ITEM TRANSFER - DATA PROCESSING
Motion made by Commissioner Downey, seconded by Roulette to approve of the transfer
of $2500 by the Data Processing Department from Capital Outlay - Office Equipment
(39-487-000) to Materials & Supplies - Office Supplies (39-4l3-000). Unanimously
approved.
MOSQUITO CONTROL AGREEMENT
Motion made by Commissioner Roulette, seconded by Irvin to participate in the
Maryland Department of Agriculture's Mosquito Control Program in Washington County
for the l987 season, with all local costs in the amount of $l,250 to be paid by the
community agency using the service. Unanimously approved.
Motion made by Commissioner Roulette, seconded by Irvin to approve of an agreement
with the Chesapeake Conference of Seventh Day Adventists for the period June l -
September l, l987 for the appropriation of $75 for participation in the Mosquito
Control Program. Unanimously approved.
BRIDGE EVALUATION PROJECT - MAJOR AND MINOR STRUCTURES
Motion made by Commissioner Roulette, seconded by Downey to enter into an agreement
with Associated Engineering Sciences, Inc. in the amount of $l5,000 for evaluation
of major bridge structures and $12,240 for evaluation of minor bridge structures as
recommended by the Coordinating Committee. Unanimously approved.

CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at ll:05 p.m. in regard to property matters in accordance with State
Government Article l0.508 of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Irvin to reconvene in Regular
Session at l2:25 p.m. Unanimously approved.
At this time Commissioner Roulette was excused from the Meeting.
APPROVAL OF COVENANTS - WASHINGTON COUNTY BUSINESS PARK
Motion made by Commissioner Irvin, seconded by Downey to adopt the covenants for
the Washington County Business Park as prepared by the County Attorney with the
amendment that necessary permits required for the projects need only the approval
of the appropriate agency and not approval of the Board of County Commissioners.
Unanimously approved.
AGREEMENT OF SALE - STANDARD ACOUSTICAL PRODUCTS, INC.
Motion made by Commissioner Irvin, seconded by Downey to enter into an agreement
with Standard Acoustical Products, Inc., for the sale of 9.29 acres situate at the
northeast corner of Tandy Drive and Western Maryland Parkway in the Washington
County Business Park for the sum of $ll,000 per acre, as presented by the County
Attorney. Unanimously approved.

The Meeting was recessed at l2:35 p.m. for lunch.
AFTERNOON SESSION
The Afternoon Session was convened at l:00 p.m. by the President Ronald L. Bowers
with the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey, Linda C. Irvin, and Martin L. Snook.
BUDGET HEARINGS:
The following Fiscal Year l988 budget requrests were presented: Election Board -
submitted by Dottie Waters and Lee McCauley in the amount of $282,119; Community
Action Council - submitted by James Lathan and Tim Griffith in the amount of
$116,835 for the County share; Capital Improvements - submitted by Barry Teach and
Jack Hawbaker in the amount of $7,588,922; S.P.C.A. - submitted by Susan Smallwood
and Pat Morgan in the amount of $173,600; Economic Development Commission -
submitted by Leroy Burtner and William Young, in the amount of $191,320; State's
Attorney - submitted by Ken Long in the amount of $481,443 and Narcotics Task Force
Budget submitted by Cpl. Doug Mullendore in the amount of $162,098; and Tourism -
submitted by Bob O'Connor and Paul Waggoner for Community Promotion Budget in the
amount of $123,393, Breezewood Information Center - $32,20l, I-81 Information
Center - $40,395 and I-70 Information Center - $65,038. No decisions were made at
this time.
At this time Commissioner Roulette was excused from the Meeting.
LINE ITEM TRANSFER - PLANNING
Motion made by Commissioner Downey, seconded by Irvin to approve of the transfer of
$1000 from Contracted Services - Grid Numbering System (28-424-230) to Dues &
Conventions (28-426-040). Unanimously approved.
EDA TITLE IX GRANT - TRI-COUNTY COUNCIL
Motion made by Commissioner Downey, seconded by Irvin to approve of providing
$1666.50 in matching funds to be taken from Operating Contingency for the EDA Title
IX Implementation Grant administered by Tri-County Council for Western Maryland.
Unanimously approved.
JUVENILE JUSTICE GRANT
Motion made by Commissioner Downey, seconded by Snook to endorse the application of
the Family Services Agency entitled "Family and Children Enabling Center" to the
Juvenile Services Administration, subject to Children's Council approval.
Unanimously approved.
"NO PARKING" RESTRICTION - LOCKER ROAD
Motion made by Commissioner Downey, seconded by Irvin to impose "No Parking "
restrictions on Locker Road from Rt. l44 to Tonoloway Road in Hancock. Unanimously
approved.

STREET ACCEPTANCES - TERRACE HILLS SUBDIVISION
Motion made by Commissioner Downey, seconded by Irvin to formally accept the deeds
for the following streets: Cathedral Avenues - 500' +/- extension; Oak Hill
Avenue, 750' +/- extension; and The Terrace - 265' +/- extension, of Terrace Hills,
and the associated maintenance bond, with the developer being responsible for
maintenance of the streets for two years, commencing with the day of final
inspection, March l6, l987. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Snook, seconded by Irvin to reconvene in Executive
Session at 5:l5 p.m. in regard to personnel matters in accordance with State
Government Article l0.508 of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Snook to reconvene in Regular
Session at 5:20 p.m. Unanimously approved.
RECREATION COMMISSION - PART-TIME PLAYGROUND AIDE
Motion made by Commissioner Snook, seconded by Irvin to employ Tina Rideout as
Part-time Playground Aide at Wheaton Park for the Recreation Commission summer
playground program. Unanimously approved.
EMPLOY PARK GUARDS
Motion made by Commissioner Downey, seconded by Irvin to employ Granville Ingram as
Park Guard at South County Park and Sondra Mullenix as Park Guard at Doubs Woods
Park. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Downey to adjourn at 5:20 p.m.
