HomeMy WebLinkAbout060302 March 2, 2006 Hagerstown, Maryland A workshop meeting of the Board of County Commissioners of Washington County, Maryland, was called to order at 8:30 a.m. by President Gregory I. Snook with the following members present: Vice President William J. Wivell and Commissioners James F. Kercheval and Doris J. Nipps. BUDGET PRESENTATION - BLACK ROCK GOLF COURSE Dick Roulette, Chairperson of the Public Golf Corporation Board of Directors, Darrell Whittington, Director of Golf, and John Kain, Golf Course Superintendent, presented the FY 2007 budget request for Black Rock Golf Course of $1,262,240. Mr. Roulette outlined the minor rate increases proposed for next fiscal year. There was also discussion regarding whether to place the golf course under the Buildings, Grounds and Parks Department. Mr. Roulette outlined fixed costs and variables that are unique to the golf course. The meeting was then opened for questions from the Commissioners. BUDGET PRESENTATION – WASHINGTON COUNTY VOLUNTEER FIRE AND RESCUE ASSOCIATION (WCVFRA) Glenn Fusick, President of Washington County Volunteer Fire & Rescue Association (“WCVFRA”), and John Latimer, IV, Director of Emergency Services presented the FY 2007 budget request for the WCVFRA and reviewed the major changes in it. Mr. Fusick stated that the total request for FY 2007 is $3,227,150. He reviewed the proposed increases in the areas of maintenance, apparatus, fuel, and career positions. Mr. Fusick also provided information on LOSAP statistics and stated that the program is working well and doing what it was intended to do. The meeting was then opened for questions from the Commissioners. BOARD OF EDUCATION - CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET REQUEST The Commissioners then reviewed the Board of Education’s CIP budget requests from 2007 - 2012. Debra Murray, Director of Finance, and Mike Thompson, Director of Planning, along with Rodney Turnbough, Director of Facilities Management for the Board of Education, and David Brandenberg, Accounting Supervisor, were present for the review. Mr. Turnbough reviewed each project with the Commissioners. Ms. Murray stated that the total request for FY 2007 for all funding sources is $83,139,259, which includes a County General Fund contribution of $8,910,000. BOND RATING UPGRADE Ms. Murray informed the Commissioners that Standard and Poors has raised the County’s bond rating to “AA.” The Commissioners thanked Ms. Murray for her efforts in this regard.
