A workshop meeting of the Board of County Commissioners of
Washington County, Maryland, was called to order at 9:00
a.m. by President Gregory I. Snook with the following
members present: Vice President William J. Wivell and
Commissioners James F. Kercheval, John C. Munson, and Doris
J. Nipps.
APPROVAL OF MINUTES – FEBRUARY 4, 2003
Motion made by Commissioner Nipps, seconded by Kercheval,
to approve the minutes of the meeting of February 4, 2003,
as amended. Unanimously approved.
BUDGET WORKSHOP
The Commissioners conducted a budget workshop to review the
budget requests for Fiscal Year 2004. Debra Bastian,
Director of Finance, provided a general overview and
explained the format being used to present the budgets.
She stated that the Director of Human Resources would
present the personnel requests in March in conjunction with
the results of the compensation and classification study.
Joni Bittner, County Clerk presented the following budget
requests: County Commissioners, County Clerk, and
Contracted Services for Ambulance Service and Medical
Examiner. Judge Frederick Wright and Eunice Plant, Court
Administrator, presented the Circuit Court budget request.
John Bloyer, Register of Wills, presented the budget
request for the Judges of the Orphans Court. Kenneth Long,
State’s Attorney, and Charles Strong, Deputy State’s
Attorney reviewed the FY 2004 budget request for the
State’s Attorney’s Office. County Administrator Rodney
Shoop presented his department’s budget request. Dorothy
Kaetzel, Election Director, and Charles Mobley, Secretary
of the Election Board, reviewed their FY 2004 budget
request. Debra Bastian, Director of Finance, presented the
Purchasing Department’s budget request.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Nipps, seconded by Munson, to
convene in closed session at 12:00 p.m. to discuss a
personnel issue, in accordance with Section 10-508 of the
State Government Article of the Annotated Code of Maryland.
Unanimously approved.
RECONVENE IN OPEN SESSION
Motion made by Commissioner Kercheval, seconded by Munson,
to reconvene in open session at 12:25 p.m. Unanimously
approved.
In closed session, the Commissioners discussed one (1)
personnel matter. Present during closed session were
Commissioners Gregory I. Snook, William J. Wivell, James F.
Kercheval, John C. Munson, and Doris J. Nipps. Also
present at various times were Rodney Shoop, County
Administrator and Joni Bittner, County Clerk
ADJOURNMENT
Motion made by Commissioner Kercheval, seconded by Wivell,
to adjourn at 12:25 p.m. Unanimously approved.
