Held virtually via zoom
November 3, 2023
Members Present via Zoom: Sam Cool -Chair, Matt Schnebley -Vice Chair, Marilee Kerns
and Mike Hansen
Members Absent: Dawn Wintermoyer and Deb Reeser
Staff present via Zoom: Rachel Souders, Nicole Phillips, and Julie Mackereth
I. Opening -Welcome
Sam Cool -Chair called the meeting to order at 11 :05 a.m.
II. Citizens Participation
None Scheduled
Ill. Approval of Minutes: July 13, 2023
A motion was made by Marilee Kerns; seconded by Mike Hansen to approve,
July 13, 2023, minutes as written; motion approved.
IV. Financial Report
Director Souders reviewed the FY2024 Gaming Fund Financial Report. She reported ,
currently gaming revenue is 10.55% lower than this time last year.
V. Di rector's Comments
Director Souders shared, at this time due to personal reasons Deb Reeser will not be serving
a 2nd term Rachel reminded, the committee still needs a representative from the Food and
Beverage Industry. She asked the committee to let her know of anyone who may be
interested in serving in this position .

• Election of Officers:
Nomination of Chairperson -Sam Cool nominated Matt Schnebley, seconded by
Marilee Kerns. There were no other nominations. Matt accepted the nomination.
Nomination of Vice-Chairperson -Sam Cool nominated Mike Hansen, seconded by
Marilee Kerns. There were no other nominations. Mike accepted the nomination.
By unanimous vote, the Commissioners elected Matt Schnebley as Chairperson for the
Gaming Commission 2023-2024 term.
Matt Schnebley abstained from voting.
By unanimous vote, the Commissioners elected Mike Hansen as Vice-Chairperson for the
Gaming Commission 2023-2024 term.
Mike Hansen abstained from voting.
Matt Schnebley, the newly elected Chairperson presided over the meeting, he turned the
meeting over to Director Souders.
Rachel reviewed the upcoming tentative meeting dates for 2023-2024 term.

A motion to adjourn was made by Matt Schnebley; seconded by Mike Hansen for
adjournment: so moved, meeting adjourned at 11:24 a.m.
