Community Organization Funding Committee (COFC)
February 8, 2023
Members present: Lee Downey, Mary Towe, Dawn Wintermoyer and
Alan Mullendore
Staff present: Susan Buchanan, Rachel Souders and Julie Mackereth
I. Opening -Welcome
• Susan called the meeting to order at 9:02 a.m. She welcomed everyone.
II. Approval of Minutes -October 13, 2022
• A motion was made by Alan Mullendore; seconded by Lee Downey to approve
October 13, 2022, minutes as written: motion approved
Ill. Citizen Participation
• None scheduled
IV. Receipt of Communications
• No new communications received
V. Report of Chairperson
• Susan thanked the committee members for all their efforts they put into
reviewing and scoring the COF grant applications.
• Susan reviewed the allocation process and reminded that capital and operating
expenses are both eligible for funding.
• Susan shared, the total available funding for allocations is one million dollars.

VI. Unfinished Business
• None
VII. New Business
• Review of the Committee Scoring Results -Susan reviewed the score sheets
that were provided in each committee members packet. Each organization
request was ranked based on the average application score within the respective
Service Priority areas, the highest -ranking request being considered first then in
decending order.
• Fiscal Year 2024, Committee Recommendations -Susan reminded the
committee the Service Priority areas have a set amount available for that
category and up to 20% can be moved from one category to another. Prior to
the committee discussion of each application, Rachel read a brief application
summary aloud. The committee came to a consensus funding recommendation.
A motion was made by Alan Mullendore; seconded by Mary Towe to submit the
FY2024 COF allocation recommendations as presented on the worksheet to the
Board of County Commissioners for approval: motion approved
unanimous vote

• Susan announced each member.
IX. Adjournment
Alan Mullendore motioned; seconded by Dawn Wintermoyer; to adjourn the
meeting; motion approved @ 1:27 p.m.
