HomeMy WebLinkAbout021203 December 3, 2002 Hagerstown, Maryland The first regular meeting of the Board of County Commissioners of Washington County, Maryland, for the 2002-2006 administration convened at 12:15 p.m. following a swearing-in ceremony where they received their commission from the Clerk of the Circuit Court, with the following members present: James F. Kercheval, John C. Munson, Doris J. Nipps, Gregory I. Snook, and William J. Wivell. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook, followed by the Pledge of Allegiance to the Flag by the full assemblage. ELECTION OF BOARD PRESIDENT Motion made by Commissioner Wivell, seconded by Kercheval, to elect Gregory I. Snook to be the President of the Board of County Commissioners for the 2002-2006 term of office. Unanimously approved. ELECTION OF VICE-PRESIDENT Motion made by Commissioner Nipps, seconded by Kercheval, to elect William J. Wivell as Vice-President of the Board of County Commissioners for the 2002-2006 term of office. Unanimously approved. APPOINTMENTS OF COMMISSIONER REPRESENTATIVES TO BOARDS AND COMMISSIONS Motion made by Commissioner Nipps, seconded by Kercheval, to appoint the following Commissioners to County Boards and Commissions for the 2002-2006 term: Airport Advisory Commission – Commissioner Nipps; Agricultural Education Center – Commissioner Munson; Agricultural Land Preservation Advisory Board – Commissioner Munson; Area Agency on Aging – Commissioner Nipps; Disabilities Advisory Committee – Commissioner Snook; Economic Development Commission – Commissioners Wivell and Kercheval; Emergency Services Council – Commissioner Snook; Fire & Rescue Communications Advisory Board – Commissioner Munson; Foreign Trade Zone – Commissioner Snook; Public Golf Corporation – Commissioner Kercheval; Historical Advisory Committee – Commissioner Nipps; Historic District Commission – Commissioner Nipps; Advisory Commission to the Board of Health – Commissioner Munson; Housing Authority – Commissioner Munson; Local Management Board – Commissioner Nipps; Maryland Association of Counties Legislative Committee – Commissioner Wivell – Commissioner Snook (Alternate); Mental Health Advisory Committee – Commissioner Kercheval; Mental Health Authority – Commissioner Kercheval; Metropolitan Planning Organization – Commissioners Snook and Kercheval; PenMar Development Corporation – Commissioner Wivell; Recreation & Parks Board – Commissioner Nipps; Social Services Board – Commissioner Wivell; Solid Waste Advisory Committee – Commissioner Munson; Transportation Advisory Committee – Commissioner Snook; Tri-County Council for Western Maryland – Commissioners Snook and Kercheval; United Way – Emergency Food & Shelter Program – Commissioner Snook; Water & Sewer Advisory Commission – Commissioner Wivell; Weed Control Committee – Commissioner Snook; and Commission for Women – Commissioner Nipps. Unanimously approved. CONVENE IN CLOSED SESSION Motion made by Commissioner Nipps, seconded by Kercheval, to convene in closed session at 12:18 p.m. to discuss personnel matters, in accordance with Section 10-508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN OPEN SESSION Motion made by Commissioner Wivell, seconded by Munson, to reconvene in open session at 12:49 p.m. Unanimously approved. In closed session, the Commissioners discussed three (3) personnel matters. Present during closed session were Commissioners Gregory I. Snook, William J. Wivell, James F. Kercheval, John C. Munson, and Doris J. Nipps. APPOINTMENT OF EX-OFFICIO MEMBER TO THE PLANNING COMMISSION Motion made by Commissioner Wivell, seconded by Nipps, to appoint Commissioner James F. Kercheval to serve as the Commissioners’ ex-officio member to the Planning Commission. Unanimously approved. DECEMBER 3, 3002 PAGE TWO REAPPOINTMENT – COUNTY CLERK Motion made by Commissioner Wivell, seconded by Kercheval, to reappoint Joni L. Bittner as County Clerk for the 2002-2006 term of office. Unanimously approved. REAPPOINTMENT – DIRECTOR OF FINANCE Motion made by Commissioner Nipps, seconded by Wivell, to reappoint Debra S. Bastian as Director of Finance for the 2002- 2006 term of office. Unanimously approved. REAPPOINTMENT – COUNTY ADMINISTRATOR Motion made by Commissioner Nipps, seconded by Kercheval, to reappoint Rodney M. Shoop as County Administrator for the 2002- 2006 term of office. Motion carried with Commissioners Nipps, Kercheval, Munson, and Snook voting “AYE” and Commissioner Wivell voting “NO.” AUTHORIZATION FOR REQUEST FOR PROPOSAL FOR ORGANIZATIONAL REVIEW Motion made by Commissioner Wivell, seconded by Kercheval, to authorize the County Purchasing Agent to develop and issue a Request for Proposal for services of an outside consultant to undertake a full organizational review of County departments, excluding Public Safety and Education. It is understood that this operational and strategic review will include an analysis of organizational structure, staffing, job functions and responsibilities, and other practices and procedures. The study will further identify, quantify, and provide recommendations to include, but not limited to, best practices, benchmarking, insourcing/outsourcing, consolidation, both within County government and/or other entities, or other productivity enhancements. The County staff is directed to identify funding for the study by identifying current authorized but unfilled positions within County government and presenting these positions to the Board of County Commissioners. Until action is taken on these positions by the Board, all new hires must be approved by the Board of County Commissioners. Unanimously approved. Commissioner Kercheval commented that the action was not taken to be critical of the County staff but, with impending budget shortfalls, the Commissioners must “look at their own house” before making decisions regarding other agencies.
