Washington Street, Room 2200 Hagerstown, MD 21740 Minutes of Gaming Commission February 13, 2020 Members Present: Brian Getz - Chair, David Kline, Kay Hoffman, Shad Hamilton, Brandy Osborne, Tony Aravanis and Brooks McBurney Members Absent: None Staff present: Susan Buchanan, Stephanie Lapole and Julie Mackereth I. Opening — Welcome Washington County Gaming Commission meeting was called to order at 2:55 p.m. by Chair — Brian Getz II. Citizens Participation None present or participating III. Approval of the October 16, 2019 Minutes A motion was made by Brandy Osborne; seconded by David Kline to approve October 16, 2019, minutes as written; motion approved IV. Financial Report Director Buchanan reviewed the FY2020 Gaming Fund Financial Report that was included in each packet. She reported funding is currently at mid -point of the year with a slight increase from this time last year. A motion was made by Kay Hoffman; seconded by Brandy Osborne to accept the Financial Report; unanimous vote V. Director's Comments Director Buchanan thanked committee members for attending and announced that Brooks McBurney's term on the committee will expire on 2/28/20. Susan provided in each packet the annual Financial Disclosure Statement. Each year the General Assembly requires local governments to enact an Ethics Ordinance requiring annual filing of statements containing certain disclosures and conflicts of interest provisions. Appointees to county boards and commissions must file a disclosure statement of any conflict of interest and listing any gifts received, therefore all committee members are required to sign a Financial Disclosure Statement. VI. Old Business • None VII. New Business Children's Village Modification Request - Director Buchanan provided in each packet, a copy of the letter outlining Children's Village request to modify the grant award monies for FY19 and FY20 from their original designated use. The awarded funds could not be utilized as applied for due to the expenses being covered under another source of revenue. They are requesting a modification of the original designated use under the grant to cover the wages and associated payroll cost of the Fund Development Director position. A motion was made by Brooks McBurney: seconded by Shad Hamilton to accept the modification request from Children's Village; unanimous vote Review and approval of 2021 Gaming Fund Application Packet — Director Buchanan reviewed the Notice of Funding Availability Application and Guidelines. She discussed changes and noted suggestions by the committee to be made to the application. A motion was made by Brandy Osborne; seconded by Shad Hamilton to accept the Gaming Fund Application and Guidelines with changes; unanimous vote • Reaffirm Meeting dates: ➢ Thursday, May 14, 2020 a 3:30 p.m. —Application Distribution and Instructions ➢ Wednesday, June 24, 2020, 8:00 a.m. until 5:00 p.m. — Public Hearings ➢ Thursday, July 16, 2020 8:00 a.m. until 3:00 p.m. — Funding Workshop ➢ August 4 or 11, 2020 —Report to County Commissioners VIII.
