Washington Street, Room 2200 Hagerstown, MD 21740 Minutes of Gaming Commission October 16, 2019 Members Present: Brooks McBurney -Chair, Shad Hamilton, Brandy Osborne, Tony Aravanis, Kay Hoffman and David Kline Members Absent: Brian Getz Staff present: Susan Buchanan, Stephanie Lapole and Julie Mackereth I. Opening — Welcome Washington County Gaming Commission meeting was called to order at 3:30 p.m. by Chair - Brooks McBurney. II. Citizens Participation None present or participating III. Approval of the July 18, 2019 Minutes A motion was made by Kay Hoffman; seconded by Brandy Osborne to approve July 18, 2019, minutes as written; motion approved IV. Financial Report Director Buchanan reviewed the FY2020 Gaming Fund Financial Report that was included in the packet. As of October 15th, the OGM has collected $132,052.96. Currently there is a slight decrease of -0.29%, from this time last year. No disbursements have been made as of this meeting. V. VII. VIII. XI. Old Business • Hagerstown Colt & Palomino League Director Buchanan provided details outlined in a drafted letter (included in packets) to Hagerstown Colt &Palomino League. After repeated request the organization has failed to submit documentation of expenditure for remaining amount of $408.82 awarded from FY2018 Gaming Fund. The funds were not spent in the allotted time frame, therefore the letter is requesting the return of $408.82 to the Gaming Commission. Brandy Osborne motioned to send the letter; Kay Hoffman seconded; unanimous vote New Business • Election of Officers: Nomination of Chairperson — Tony Aravanis nominated Brian Getz, Kay Hoffman seconded. By unanimous vote, the Commission elected Brian Getz as Chairperson for the Gaming Commission 2019-2020 term. Director Buchanan received verification via e-mail from Brian Getz that he accepted the Chairperson position. Nomination of Vice -Chairperson — Tony Aravanis nominated David Kline, Kay Hoffman seconded. David Kline accepted the nomination. By unanimous vote, the Commission elected David Kline as Vice -Chairperson for the Gaming Commission 2019-2020 term. • Revisions to FY20 Gaming Application Process — Director Buchanan proposed changes to the funding application to include mandatory submittal of grant report even if the organization does not re -apply for gaming, adding printed name to grant report in additional to signature field, .and holding the hearings in June and funding workshop in July this year. • Set meeting dates for 2019-2020 term — ➢ Thursday, February 13, 2020 R 3:30 p.m. — 2020 Funding Cycle Application Review and Approval ➢ Thursday, May 14, 2020 3:30 p.m. —Application Distribution and Instructions ➢ Thursday, June 25, 2020, 8:00 a.m. until 5:00 p.m. — Public Hearings ➢ Thursday, July 16, 2020 8:00 a.m. until 3:00 p.m. — Funding Workshop ➢ August 4 or 11, 2020 — Report to County Commissioners Commissioner's Comments — Brooks McBurney thanked the commissioners and staff.
