The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:00 pm. 2. There were no public comments noted. 3. There were no changes to the November 19, 2021, agenda. 4. A motion to approve the October 21, 2021 minutes was made by Mr. Beard, and it was seconded by Mr. Pool. Motion passed. 5. The HAWC and WCHS Election of Officers will occur at the January 20, 2022 Annual and Regular meeting of the Board. We will have the same slate as last year. 6. Washington County Housing Solutions (WCHS) — We requested the BME Energy grant which was acquired through WCHS. We will be requesting another grant for Schoolhouse Manor in 2022. 7. There was no feedback on the current Executive Director's evaluation form. The same schedules will be used as last year. The office staff will receive an evaluation to complete regarding the Executive Director's performance in January. 8. Financial Report — • For the month of October 31, 2021, net revenue for the month was under budget due to a prior year port -out payment to Montgomery County in the amount of $28K which put the Housing Choice Voucher (HCV) program unfavorable to budget with the rest of the HAWC programs being near budget. Year to date (YTD) revenue was over budget. A correction will be made by HUD for the overpayment of HAP. Monthly expenditures were favorable to budget. Through four months of operation, YTD costs are favorable to budget driven by staff vacancies which we expect to be filled in December. YTD profit stands at a favorable variance. • The auditors determined that there were no findings with the audit but they did make one financial adjustment. R:Administrative/Board Meeting Minutes/2021 • The Money Market account reached $2M in November 2021. • Francis Murphy's (FM) revenue for the month is again at budgeted levels for the month of October. Year to date revenue is over budget through ten months of the operation. YTD expenditures are under budget with maintenance costs accounting for half of this favorable variance. October's loss is slightly favorable to the budgeted loss. It is anticipated that an excess cash payment will be needed on the DHCD debt. • The FM budget was presented for FY2022 and was accepted (including a 10% increase in HAWC's management fees), the owner noted his satisfaction with the job being done managing the property. • A motion was made by Mr. Beard to accept the financial report with a second by Mr. Pool. Motion passed. 9. Executive Director's Report — • Today we have cookies to celebrate our milestone of $2M in our Money Market account. • Staff changes include a promotion of an Office Manager from within the office. We are recruiting a Staff Accountant to fill the Accounting Clerk positon. Our Property Manager will be retiring on January 7, 2022. • Tomorrow bonuses will go out to the staff. We are very light staffed right now and the staff deserves to be rewarded for working so hard this past year. • The HCV waitlist is closed but those 62 and older are still allowed to apply to Francis Murphy. • Fraud recovery is a priority for HAWC right now. We currently have two cases which are both over $18,000. This process is time intensive for staff and the Executive Director. • A motion was made by Mr. Beard to adjourn the Board meeting with a second by Mr. Pool. Motion passed. 10. The regular meeting adjourned at approximately 12:59 pm. 11. Next meeting on Thursday, December 16, 2021, at 12:00 pm in person and ZOOM.
