HomeMy WebLinkAbout941004 October 4, 1994 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Richard E. Roulette, with the following members present: Vice President Ronald L. Bowers, and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Shank, followed by the Pledge of Allegiance to the Flag by the full assemblage. PROCLAMATION - BREAST CANCER AWARENESS MONTH Commissioner Roulette presented a proclamation to Pauletta Dieterich, representing Y-Me of the Cumberland Valley, naming the month of October 1994 as Breast Cancer Awareness Month in Washington County and urging all women to be aware of the life saving measures of early detection and requesting them to wear a pink ribbon in recognition of this observance. LETTER OF INTENT - DEPARTMENT OF HOUSING & COMMUNITY DEVELOPMENT Motion made by Commissioner Shank, seconded by Irvin-Craig to approve sending the Letter of Intent to continue participation in the Maryland Housing Rehabilitation Program (MHRP) to the State Department of Housing & Community Development. Unanimously approved. CHANGE ORDER - DETENTION CENTER E-POD Motion made by Commissioner Snook, seconded by Irvin-Craig, to approve a Change Order to allow Bushey-Feight Architects to develop furniture and equipment specifications for the E-Pod at the Detention Center pending approval of the State Board of Public Works. After discussion, an amendment to the Main Motion was proposed and accepted to limit the costs of the additional work to $4,000. The Motion as amended was unanimously approved. CHILD SUPPORT SERVICES BUDGET - STATE'S ATTORNEY Barry Teach, County Administrator, informed the Commissioners that the State's Attorney will be using the overtime funds designated for the Child Support Unit to allow them to conduct computer conversion with the State system as well as work on the backlog of cases. GYPSY MOTH SUPPRESSION PROGRAM SURVEY Motion made by Commissioner Bowers, seconded by Irvin-Craig, to commit the County's share of funding for the survey costs for the State's Gypsy Moth Suppression Program for Fiscal Year 1995 which is estimated at $4,500. Unanimously approved. BID AWARD - ROOFING MAINTENANCE SERVICES Motion made by Commissioner Irvin-Craig, seconded by Bowers, to award the bid for Roofing Maintenance Services to Kline Associated Roofing Contractors, Inc., who submitted the low total base bid of $22,896.25 with labor rates as presented, for a nine (9) month period with an option to renew for two (2) additional consecutive one (1) year periods, contingent upon the understanding and acceptance that a 5% overhead and profit allowance figured into the Total Base Bid was not indicated by the contractor for the Roofing Inspector on the proposal form, therefore the unit bid price shall govern to calculate and correct the total base bid. Unanimously approved. FAMILY SUPPORT CENTER PROJECT David Engle, Director of the Department of Social Services, and representatives from a number of agencies in the community, met with the Commissioners concerning the proposal to institute a Family Support Center in Washington County with a goal of promoting self-sufficiency and to help young families become more responsible citizens. Mr. Engle explained that the program would provide an array of services at one location to help strengthen families with children ages 0-3. He also stated that this program will remove the major obstacles that families list as a barrier to seeking services. Kristin Grosh, Coordinator for Children & Youth, stated that the group is looking for the County's help to acquire a site with 4,000 square feet in the downtown area of Hagerstown. Although the bulk of the funding will be provided by State and Federal funds, she stated that County participation may be needed for additional rental monies if the State funding does not cover the full amount. Ms. Grosh stated that they have identified several properties which may be suitable but would like the Commissioners' authority to negotiate with the property owners. Motion made by Commissioner Snook, seconded by Irvin-Craig, to support the concept of establishing a Family Support Center in the downtown Hagerstown area and to give authority to negotiate for rental of a facility with a not to exceed price of $6.00- $7.00 per square foot. Unanimously approved. PUBLIC HEARING - AGRICULTURAL LAND PRESERVATION DISTRICTS The Commissioners convened the public hearing in order to hear testimony regarding the establishment of 4 applications for Agricultural Land Preservation Districts. Mr. Seifarth, Associate Planner - Agriculture, reviewed applications AD-94-04, AD-94-05, AD-94-06, and AD-94-07, with the Commissioners and answered questions concerning the applications. Commissioner Roulette then opened the meeting for public comment. Arthur Payne spoke in opposition to application AD-94-05. Motion made by Commissioner Shank, seconded by Bowers, to approve the following applications for establishment of Agricultural Land Preservation Districts: AD-94-04 - David Berger; AD-94-05 - Harold & Elsie Eby; AD-94-06 - Robert Taulton; and AD-94-07 - Roger and Mary Hornbaker, as presented. Unanimously approved. NATIONAL ASSOCIATION OF COUNTIES - ACHIEVEMENT AWARDS Commissioner Roulette presented plaques to the following individuals for programs receiving achievement awards from the National Association of Counties: Ronald Karn, Chief of Fire & Rescue Communications, for the Advanced Medical Priority Dispatch Program; Terry Masters, State's Attorney's Office, for the Diversion Alternative Program; and Lynn Palmer, Director of the Sanitary District, for the Western Maryland Cooperative Utilities Venture. The Commissioners congratulated all of the recipients for receiving the achievement awards. ADDITIONAL ENGINEERING & ARCHITECTURAL SERVICES - REGIONAL AIRPORT Motion made by Commissioner Snook, seconded by Irvin-Craig, to accept a proposal by Greiner Engineering to provide additional architectural and engineering services for JRA Executive Air Hangar II for a not-to-exceed price of $51,750. Unanimously approved. BID OPENING - ENTRANCE FOR AGRICULTURAL CENTER The bids for the entrance to the Agricultural Center were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Henson & Sons - $52,750; E.F. Goetz & Sons - $36,371; and Union Equipment Company - $34,345. The bids will be reviewed by appropriate officials prior to a decision being rendered. (Decision rendered later in this session.) CITIZEN PARTICIPATION Monica Lingenfelter, Lisa Daytock, and Gwen Carmen, representing the March of Dimes, presented their request that the Commissioners authorize the closing of a portion of Townsend Road between 12:00 noon and 5:00 p.m. on October 16 for the Ride America - Bikers for Babies fundraiser. After discussion, the Commissioners agreed to have the Roads Department set up cones for designated parking at this location if the March of Dimes volunteers will direct traffic, rather than close the roadway for that length of time. Michael Dudash informed the Commissioners that he is organizing a "Pro Trash Tour" to clean up the Potomac River on October 8 and asked the Commissioners to help by waiving the landfill fees for the trash hauled to the landfill that day. Motion made by Commissioner Bowers, seconded by Shank, to waive landfill fees for trash taken to the sanitary landfill for the one-day clean-up of the Potomac River to be held on October 8, 1994. Unanimously approved. BID AWARD - SNOW BROOM - REGIONAL AIRPORT Motion made by Commissioner Shank, seconded by Irvin-Craig, to award the bid for a Snow Broom at the Regional Airport to THC Enterprises who submitted the low and only bid of $167,562. Unanimously approved. BID AWARD - ENTRANCE TO AGRICULTURAL CENTER Motion made by Commissioner Shank, seconded by Snook, to award the bid for the construction of the entrance to the Agricultural Center to Union Equipment Company who submitted the low bid of $34,345. Unanimously approved. APPOINTMENT - MENTAL HEALTH ADVISORY BOARD Motion made by Commissioner Shank, seconded by Snook, to appoint Rev. Andrew Cooney to the Mental Health Authority Board to fill the unexpired term of Rev. William Kercheval extending to November 1, 1995. Unanimously approved. ROHRERSVILLE ELECTRIC LIGHTING DISTRICT Motion made by Commissioner Bowers, seconded by Irvin-Craig, to approve the installation of one additional street light in the Rohrersville Electric Lighting District as requested. Unanimously approved. CONVENE IN CLOSED SESSION Motion made by Commissioner Snook, seconded by Shank, to convene in Closed Session at 11:45 a.m. with regard to personnel and property matters and to confer with the County Attorney to obtain legal advice, in accordance with Section 10.508 of the State Government Article of the Annotated Code of Maryland. RECONVENE IN REGULAR SESSION Motion made by Commissioner Snook, seconded by Irvin-Craig, to reconvene in Regular Session at 12:20 p.m. Unanimously approved. In Closed Session the Commissioners discussed three (3) personnel matters, and obtained legal advice on one (1) matter with the County Attorney. RECESS - LUNCH The Commissioners recessed at 12:21 p.m. for lunch. ADJOURNMENT AND PROJECT STATUS TOUR The Commissioners adjourned at 1:00 p.m. to conduct a status tour of the following projects: DOT Foods, Wal-Mart, Phoenix Color Laboratories, and Packaging Services, Inc.
