HomeMy WebLinkAbout940407 April 7, 1994 Hagerstown, Maryland 21740 A Special Meeting of the Board of County Commissioners of Washington County was called to order at 10:06 a.m. by the President, Richard E. Roulette, with the following members present: Vice President Ronald L. Bowers, and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook. Commissioner Roulette stated that the purpose of this meeting is to discuss what action, if any, the group wants to take regarding its previous action abating 2% of uncollected admissions and amusement taxes for bingo for the period May 1, 1990 to October 31, 1993. The Commissioners also addressed the process for reporting these taxes and agreed that it needs to be discussed with the State Comptroller's Office to assure that this situation is avoided in the future. The Commissioners discussed the various aspects and information received regarding this case. Commissioner Bowers proposed that New Bingo Island be opened 2 days per month for use by charitable organizations as a type of payback. Motion made by Commissioner Snook, seconded by Shank, to repeal the Second Amended Resolution which amends the previous resolutions setting the two (2) percent Admissions and Amusement charges in Washington County for bingo for the period May 1, 1990 to October 31, 1993, and resetting the tax in accordance with Section 4-103 (a)(1) of the Tax General Article of the Annotated Code of Maryland to five (5) percent for bingo operations. Motion carried with Commissioners Snook, Shank, Irvin-Craig, and Roulette voting "AYE" and Commissioner Bowers voting "NO". (Copy of Resolution attached.) Motion made by Commissioner Snook, seconded by Irvin-Craig, to request the State Comptroller's Office to audit and review other Admissions and Amusement Taxes reported for bingo operations in both Washington County and the City of Hagerstown. Unanimously approved. Motion made by Commissioner Snook, seconded by Irvin-Craig, to request the State Comptroller's Office to negotiate for a pay-back schedule of taxes owed to Washington County by New Bingo Island. APRIL 7, 1994 MINUTES, CONT'D. The Commissioners also agreed to give the County Administrator the authority to review the Admissions and Amusements Tax Rate with the potential of adjusting Washington County's rate as compared with the rate charged by the City of Hagerstown for bingo operations.
